Subiect:
Authorization to submit project applications and commit local match funding for the FY 2000/01
Congestion Mitigation! Air Quality (CMAQ) Program.
Back~round:
San Bernardino Associated Governments (SANBAG) has announced a "Call for Projects" to
allocate FY 1997/98-2000/01 CMAQ funds. This funding is available through the 1997
Transportation Equity Act which mandates that CMAQ funding must be spent on projects that
contribute to the attainment and maintenance of the National Ambient Air Quality Standard.
The money available for this funding cycle is $17.4 million. Funding will be awarded to those
projects that demonstrate the greatest measurable reductions in vehicular congestion and air
pollution emissions.
Staff also reviewed other alternative project application types such as bike path construction.
However, the next logical phase of bike path construction pursuant to the Bicycle Facilities
Master Plan, along portions of 40th Street, Mt. View and Valencia Avenues, was recently applied
for under the Transportation Enhancement Act and Staff is hopeful that the City application will
be approved under that program.
Staffrecommends the submittal of six (6) projects that meet CMAQ guidelines and are currently
listed in the City's Capital Improvement Program, which total $490,000. The total local match
of $144,000, which includes "in-house" project design, administration, and inspection will be
funded from the City's Traffic Systems fund and Gas Tax fund.

Attached are letters from the cities of Colton and Lorna Linda expressing their support for
the "Waterman Avenue at Washington Street" project due to the local and regional
significance of this project.

The City of Lorna Linda is the lead agency for this project. The project cost will be
identified in their application. The local match of $1,000 for the City of San Bernardino
will be needed to tie their project with the city's existing signal system.
Financial ImDact:
The projected local share for theseprojects will be approximately $144,000. This amount will
be funded from two accounts: $72,000 from Account No. 250-370-5504 (Traffic Systems Fund)
and the remaining $72,000 will come from Account No. 126-000-4614 (Proposition
lll/Highway Users Tax Fund). The current Five-year Capital Improvement Program provides a
total allocation of $325,000 for these projects. Therefore, the approval of these project
application submittals would represent a significant reduction in current projected allocations.
The local matches for the City's individual projects were calculated to maximize the chances to
receive positive responses to the project funding applications.
Recommendation:
Adopt Resolution authorizing the submittal of project applications and commitment of
$144,000 in matching funds.

WHEREAS, the City of San Bernardino warrants that local matching funding is
committed and available for those six (6) projects submitted for consideration in the current

CMAQ funding cycle; and that the City of San Bernardino is committed to implementing any

project that is awarded CMAQ funding; and

WHEREAS, the San Bernardino Associated Governments (SANBAG), as the agency
responsible for short-range capital and service planning and programming for the San
Bernardino County area, requires an approved Resolution from the governing body of the Lead
Agency for all projects submitted for CMAQ funding; and

WHEREAS,' the City of San Bernardino. as the Lead Agency, possesses the legal authority to
submit project proposals for CMAQ funding consideration, and to finance, acquire, and
construct said projects.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council of the City
of San Bernardino do hereby:
Affirm its continuing commitment to the project proposals submined for Congestion
Mitigation/Air QUality (CMAQ) Program funding; and
Commit the City of San Bernardino, as the Lead Agency for the projects, to carry out
the project consistent with the CMAQ Program administrative guidelines implementation
schedule; and
CertifY that the City of San Bernardino will enter into a contract with SANBAG
commining to carry out the execution of project development, construction, and completion of
any project that is awarded CMAQ funding appropriations; and
Certify that the City of San Bernardino will allocate the necessary portion of local
match funds ($144,000) contained within the project to complete said project; and
Certify that the City of San Bernardino, as the Lead Agency, will comply with
applicable provisions of the California Environmental Quality Act, the National Environmental
Policy Act, the Americans with Disabilities Act, the Secretary of the Interior's Standards and
Guidelines for Archeology and Historic Preservation, and any other Federal, State, and/or
local laws, rules, and regulations.
