POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the December
6,1999 Council meeting.
CLASSIFIED
GENERAL FUND
1. Tvoist Clerk II (Gonzales. Evelvn) - Appointment
DEVELOPMENT SERVICES
The Typist Clerk II position was vacated as a result of a promotion, and the position
remained vacant due to a hiring freeze earlier this calendar year. This position is
essential for maintaining and improving the department's direct customer service. The
person in this position provides reception services at the department's busy front
counter and provides support to the technical staff who process pennits at the counter.
The incumbent has a strong clerical background and will be able to perfonn the duties
of front counter receptionist. Her bilingual skills will be an asset to the department. The
incumbent will be cross-trained to provide support to the Building Inspection Division,
including entry of inspection requests to the automated pennit system, updating the
system on status of building pennits and preparing inspection reports and other
correspondence. This training will enable the incumbent to respond to inquiries from
the public on pennit status and inspection results.
2. Police Records Clerk I (Morris, Suzanne) - Appointment
POLICE
The incumbent is appointed to the Police Records Clerk I position due to a vacancy that
has occurred in the Records Bureau. This has been a critical shortage area. Due to the
overwhelming workload in this area, the Records Bureau needs to fill this position as
soon as possible. Filling this vacancy will increase efficiency in the department and
increase service to the public through timely processing of records and requests from
the public.
3-5. Animal Shelter Attendant (Johnson G.; Myers, L; Snowdale, S.) - Appointments
ANIMAL CONTROL
Two (2) appointments to the position of Animal Shelter Attendant are pennanent
replacements for provisional employees; and, one (1) appointment replaces an
employee appointed to the higher-acting classification as an Animal Control Officer.

There are seven (7) Animal Control Officer positions budgeted to provide service to both
San Bernardino and Fontana shelters on a 24-hour, 7-day-per-week basis. At the
present time, these seven (7) positions are not all filled, and service demands are not
being met with current staffing levels.
11. Plan Checker (Johnson. Albert) - Promotion
DEVELOPMENT SERVICES
The Plan Checker position is an essential position in the processing of plans and
building permits at the department's busy front counter and provides direct assistance to
the public. This Plan Check Division of the department is responsible for providing
technical assistance to the public and staff and ensuring that all provisions of pertinent
codes (Uniform Building Code, Uniform Electrical Code, Uniform Plumbing Code, etc.)
are followed so that standards to safeguard health, property and public welfare are
followed.
12. Coordinator of Volunteers (Dobbs. Teresa) - Promotion
PARKS, RECREATION & COMMUNITY SERVICES
The Coordinator of Volunteers serves both the Senior Companion (SCP) and the
Retired Senior Volunteer Program (RSVP). The SCP program has recently increased
from 62 volunteer companions to 87, and the RSVP is currently serving 400 volunteers.
The Coordinator of Volunteers position is vital to these programs for making site visits
and processing MOU's and other agreements for providing volunteers to various work
stations and individual assignments with clients. It is imperative that this position be
filled to maintain continuity in these federally funded programs. Funds for the position
are currently budgeted in the City Grant Match, Account No. 001-381-5193.
13. Disoatcher II (Lee. Larrv) - Promotion
POLICE
The incumbent is currently in a Dispatcher I position. The promotion to Dispatcher II is
automatic based on time served and good standing after the completion of a one-year
training and probationary period under the class of Dispatcher I. This employee has
successfully completed that one year.
14. Identification Technician III (Goss. Robert) - Promotion
POLICE
An independent audit of the Police Department's Evidence & Property Facility identified
an urgent need for an on-site supervisor within this unit. The Department has
earmarked a portion if its FY 99-00 Local Law Enforcement Block Grant (federal) to
cover the salaries and benefrts for this additional position. There will be no cost to the
General Fund for the next 12 months.

Currently, an Identification Technician II has served in an acting Identification
Technician III (supervisor) position and has been on temporary duty assignment in the
unit. The temporary duty assignment has allowed for a majority of the audit
recommendations to be implemented resulting in improved efficiency within the unit,
increased service with department personnel and the public, and a reduction in the
City's liability associated with property room management. Filling the position
permanently is needed to maintain this momentum.
15. Tvoist Clerk III (Groves. Tina) - Promotion
FACILITIES MANAGEMENT
The Typist Clerk III position in Facilities Management was vacated by a promotion last
March. It was filled temporarily by a provisional appointment. The provisional
employee took a permanent position elsewhere last July, leaving the position vacant
until a recruitment could be completed. This position is the sole clerk for Parking
Control. There is a high volume of customer service traffic in Parking Control due to
persons contesting parking citations. The incumbent will be the main public contact
person for Parking Control and will coordinate the adjudication process. This is an
essential position to the department.

This appointment fills a vacant Deputy City Attorney I position in the City Attorney's
Office.
