BACKGROUND Notices inviting bids for FY99/oo purchase of a department pole camera, Bid No. P 00-05, were sent to nine (9) vendors and the San Bernardino Area Chamber of Commerce. Two bids were received, and the bid opening was on December 1, 1999. One bid was a "no bid", and the second bid is Frontier Group located in Atascadero, California. (See attached vendor sheet.) The pole camera is a concealable device that can be set up in a whole host of different configurations. The camera and accompanied equipment is especially designed to be used in undercover operations where it is not physically practical or possible to place a police officer. The unit can collect both video and audio evidence, possibly used in criminal cases. Initially, the unit will be set up to target graffiti and other taggerl gang related activity. The Narcotics Detail to can use the pole camera to conduct surveillance's, identify suspects, and aid in the prosecution process. ElliANCIAL IMPACT There is no financial impact to the General Fund. The item was included in the Asset Forfeiture Expenditure budget (Account No. 108-271-5703) for Fiscal Year 99-00. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER BETWEEN THE CITY OF SAN BERNARDINO AND THE FRONTIER GROUP NOT TO EXCEED $28,058.00 FOR A POLE CAMERA TO BE UTILIZED BY THE CITY OF SAN BERNARDINO POLICE DEPARTMENT. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That the Purchasing Manager is hereby authorized and directed to issue a Purchase Order to the Frontier Group in an amount "not to exceed" $28,058 as a result of Bid No. P 00-05. SECTION 2. The authorization to execute the above referenced is rescinded if a purchase order is not issued within sixty (60) days of the passage of this resolution.
