Subject:
Resolution Approving Amendment No. I to Agreement with Associated Engineers, Inc. for
Design of Master Plan Storm Drain in "H" Street from 17th Street to 27th Street.
Backl!l"ound:
As part of the FY 1998-1999 Capital Improvement Program, the Mayor and Common Council
approved two segments of this "H" Street storm drain. The first segment is proposed to
connect to the existing "H" Street storm drain, which presently terminates at 17th Street, and
extend to Highland Avenue. The second segment will connect to the first segment at Highland
Avenue and extend to 27th Street. See Exhibit" A" for project location.
On June 21, 1999, the Mayor and Common Council adopted a Resolution approving an
Agreement with Associated Engineers, Inc. (Engineer) for design.
The original sizing and cost of this drain was estimated based on the City's Comprehensive
Storm Drain Project No. 7-Dl which was prepared in 1982. It was recognized that significant
changes to the drainage patterns have occurred due to the construction of the Route 30
Freeway, and, therefore, the Engineer was tasked to re-analyze the hydrology and hydraulics
of the storm drain as part of its Contract.
The Engineer has completed the new hydrology and hydraulic analysis and has identified
several ways by which the overall size and cost of the storm drain may be reduced. The
additional work is required to evaluate the different alternatives. The Engineer has submitted a
supplement to their original proposal offering to perform this additional work for a not-to-
exceed fee of $2,016.00.
Staff concurs that this additional study is justified and the proposal submitted by the Engineer
is fair and reasonable for the proposed additional work.
Financial Imoact:
Sufficient funds are available in accounts 248-368-5504-7142 ("H" St. M.P.D-l 17th to
Highland) and 248-368-5504-7144 ("H" St. M.P.D-l Highland to 27th) to cover all costs of the
original Agreement ($32,976.00) and this amendment to the Agreement ($2,016.00).
Recounnendation:
That the Mayor and Common Council adopt the attached Resolution approving Amendment
No.1 to Agreement with Associated Engineers, Inc. for design of Master Plan Storm Drain in
"H" Street from 17th Street to 27th Street.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION I. The Mayor of the City of San Bernardino is hereby authorized and
directed to execute on behalf of said City, Amendment No.1 to Agree,ment for professional
services with Associated Engineers, Inc. for the design of a master plan storm drain in "H"
street from 17m Street to 27m Street. A copy of said Amendment No. 1 to Agreement for

professional services is attached as Exhibit "A" and made a part hereof.

AMENDMENT TO AGRRFMF.NT FOR PROFESSIONAL S1mVTCRl\
This AMENDMENT TO AGREEMENT, hereinafter referred to as Amendment No.1, is made and
entered into this 20tlUayof December, 1999, by and between the CITY OF SAN BERNARDINO,
California, a municipal corporation, hereinafter referred to as the "CITY" and Associated Engineers. Inc.
, a California corporation, hereinafter referred to as "ENGINEER".
WITNESSETH
WHEREAS, the Mayor and Common Council by Resolution No. 1999-139 on June 21, 1999,
approved an Agreement with Engineer for professional services to design a storm drain in "H" Street
between 17th Street and 27th Street; and
WHEREAS, City has requested additional professional design services of the Engineer; and
WHEREAS, Engineer has provided a proposal dated October 15, 1999, for the additional professional
services; and
WHEREAS, San Bernardino City Council has elected to engage the additional professional services of
Engineer upon the terms and conditions as hereinafter set forth.
NOW, THEREFORE, it is mutually agreed, as follows:
1. Engineer shall perform those additional professional design services proposed in the attached letter
dated October 15, 1999; and
2. The compensation for Engineer shall be increased in a not-to-exceed amount of $2,016.00; and
3. All other provisions of the original Agreement approved by Resolution No. 1999-139 shall remain
in effect.

RE: "H" Street Storm Drain Project
Dear Ray,
As a follow-up to our discussions earlier this week, we propose the following extra services for the
subject project:
. Conduct a hydrologic evaluation of the tributary area draining to both freeway drainage systems constructed
in conjunction with Route 30 in the vicinity of "H" Street
. Estimate the 010, 025 and 0100 for each watershed based on the gross tributary area (no detailed break
down of sub.areas and routing wi1hin the total watershed) to
1. the extreme upper end of the drainage systems
2. their intersection wi1h 27'" Street
. Determine the existing size and flow capacity of each section of the tHO freeway drainage systems
downstream of 27th Street to their point of confluence at "W Street and lS'" Street assuming
1 . no evaluation of catch basin and lateral capacities will be done, just the main storm drain
2. Manning's equation assuming open channel flow will be used with no analysis of minor losses or water
surface profiles
. Two alternative Storm Drain solutions will be analyzed based on the results from the date above, to
determine preliminary (gross) sizes and lengths of pipes
1. Present Comprehensive Storm Orain Plan concept
2. Revised CSDP concept re-routing drainage to the freeway system(s} if feasible
We will provide these services on an hourly basis in accordance with the attached hourly rate
schedule. We expect to expend 4 days 01 Juni - time l$li3/nour rate) 10 accomplish the
above tasks, equating to a Not-To-Exceed f of $2016.00.
