Subiect:
Resolution awarding contract to California Pavement Maintenance Company, Inc. for slurry
sealing of various streets, Phase VIII per Plan No. 9996 (Areas "F", "G" and "M"),

Each year an allocation is made in the 126 Gas Tax Fund and in the 129 I/o-cent Sales Tax
Fund for the rehabilitation of various streets within the community, In a joint effort, the
Departments of Development Services and Public Services review and recommend streets for
rehabilitation. Factors considered are traffic volumes, condition of street, construction method
to be used, service life of pavement, improvements to be realized with the rehabilitation
method and availability of funding,
The areas selected for this eighth phase of the project include the three residential areas shown
in Exhibit "A", which are "F", "G", and "M". Area "F" is located south of Highland
Avenue, west of Waterman Avenue, north of 16th Street and east of "E" Street. Area "G" is
located south of 16th Street, west of Perris Hill Park Road, north of Base Line Street, and east
of Waterman A venue. Area "M" is located south of 16th Street, north of Base Line Street, east
of "E" Street and west of Waterman Avenue. For reference purposes we are also attaching
Exhibit "B" which is a summary of locations where slurry sealing has been completed as part
of the currently approved program.
The Departments of Development Services and Public Services have reviewed the streets
shown in Exhibit "A" and have determined that significant useful life remains for this
pavement, provided restoration and rehabilitation is completed in the near future. These
streets have been rated "average" under the City's rating system and, therefore, will benefit
from this process. These areas and the streets within them meet the criteria established for the
slurry seal program. Considering the condition of the existing streets, the life cycle analysis
shows that slurry seal is the most appropriate and cost effective method of restoring these
streets and extending their useful life .
This project consists of sealing cracks, grinding raised areas smooth, cleaning the street and
then applying a slurry seal that restores and seals the street against moisture. Bids were
received for the project from six (6) contractors on November 10, 1999, as indicated on the
attached summary of bids. California Pavement Maintenance Company, Inc. submitted the
lowest bid. This company has previously performed slurry-sealing work for the City and
completed it in an acceptable manner. This project is scheduled to begin the first week of
February and be completed in April.
The project costs are as follows:
Construction Cost $410,175.60
Desilm, Contract administration & insoection (10% .:t) $ 41,017.40
Subtotal $451,193.00
Contingencies (15 % .:t) $ 68,807,00
Total Proiect Cost $520,000.00
Financial Imoact:
All costs incurred for this project will be charged to the $550,000 allocated in the 1999/00 CIP
budget under Gas Tax Account No. 126-369-5504-7150 (Citywide Pavement Rehabilitation).
Recommendation:
That the Mayor and Common Council adopt the attached resolution awarding a contract to
California Pavement Maintenance Company, Inc. for Slurry Sealing of various streets, Phase
VIII, Areas "P", "G" and "M".

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AWARDING A CONTRACT TO CALIFORNIA PAVEMENT
MAINTENANCE COMPANY, INC. FOR SLURRY SEALING OF VARIOUS
STREETS, PHASE VIII PER PLAN NO. 9996, AREAS "F", "G" AND "M".
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. California Pavement Maintenance Company, Inc. is the lowest
responsible bidder for Slurry Sealing of Various Streets, Phase vm Per Plan No. 9996, i
Areas "F", "G" and "M". A contract is awarded accordingly to said bidder in a total
amount of $410,175.60 but such award shall be effective only upon being fully executed by
both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby authorized
and directed to execute said contract on behalf of the City; a copy of the contract is on file in
the office of the City Clerk and incorporated herein by reference as fully as though set forth
at length.
SECTION 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute
it within sixty (60) days of the passage of the resolution.
