POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the December
20,1999 Council meeting.
CLASSIFIED
GENERAL FUND
1. Account Clerk II (Bussee. Erin) - Appointment
FACILITIES MANAGEMENT
The Account Clerk II position was vacated in June 1999 by a City employee who
transferred to another department. Since that time, this position has been partly filled
by a temporary employee. The Account Clerk II position is a critical position in the
division, as it processes all the accounts payable and purchasing work for the division
as well as 1,200 to 1,400 utility bills per month. Delay in filling this position for any
length of time will result in late charges to the City for utility bills, late payments to
vendors and untimely issuing of purchase orders to vendors for maintenance work in
City facilities.
This position also assists with customer service for parking citations. Since the main
position serving parking customers is vacant, this position has been providing a majority
of the customer service for the public counter.
REFUSE FUNDS
5. Tvoist Clerk II (Debnar. Carol) - Appointment
PUBLIC SERVICES
This position was established as part of the Refuse reorganization, which resulted in
overall cost savings and improved customer service. This position is assigned to the
Corporate Yard field refuse service operation. Duties include service requests and
letters concerning containers, sequencing and updating route printouts, payroll sheet
processing, yard supplies, dispatcher relief, weight tickets and production report data
entry which all support service to the residents and refuse billing.
6. Refuse Ooerator II (Greer. James) - Promotion
PUBLIC SERVICES
This vacancy is the result of a promotion within the residential refuse operation. It is
necessary to fill this vacancy in order to maintain full collection capability in the
residential side of the operation. Unfilled positions result in limiting the service to

residents. Other employees are reassigned to cover the route, which affects the entire
division. It is the policy of the division to promote from within, whenever possible.
