2 RESOLUTION OF THE CITY OF SAN BERNARDINO URGING SUPPORT
OF ASSEMBLY DILL 36, RELATING TO MANDATORY HELMETS FOR
3 MOTORCYCLISTS.
4 BE IT RESOLVED BY THE MAYOR AND COl'-'I!vION COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Recitals.

A. In California, notorcycles account for only three
8 percent of all passenger-carrying vehicles but are involve~
9 in 12 percent of accidents.

B. The chances for injury or death in a @otorcycle
11 accident are up -to 17 times hiaher than in an autor..1obile
12 accident.

c.
In 1984, California Highway Pat~ol statistics show
14 that 26,511 motorcyclists were injured, ane of those injureL
15 3,766 had severe injuries.

D. The avera<}c hospital bill of an injured r~lotorcyclist
17 is conservatively estimated at more than $17,000 per individual,
18 and "indirect costsH such as lost wages and physical rehabil-
19 itation usually are double the di_rect costs.

E. Motorcycle injuries cost the taxpayers more than
21 $65 Dillion a year for hospital bills alone, based on the
22 nuraber of injuries in 1ge11.

G. The Mayor and COLman Council of the City of San

Bernardino are concerned about the enormous financial cost to

the taxpayers and the unmeasurable eElotional cost to victirl\s

1 in loss of human lives and suffering caused by motorcycle
2 accidents.

H. Implementation of the 1986 Seat Belt Law requiring
4 mandatory seat belt usage in automobiles traveling in
5 California established a precedent that declares when the
6 state has a vested interest in paying costs it is entirely
7 appropriate and prudent for the state to protect itself.

SECTION 2. Implementation.

A. The Mayor and Common Council of the City of San
10 Bernardino do hereby urge the California Legislature to enact
11 legislation that requlres California motorcyclists to wear
12 safety helmets.

B. The City Clerk of the City of San Bernardino is hereby
14 directed to forward a copy of this resolution to State Senators
15 H. L. Richardson and Ruben Ayala, and to state Assemblymen
16 william Leonard and Jerry Eaves.
17 I HEREBY CERTIFY that the foregoing resolution was duly
