personnel and traffic engineering labor and materials to assist in the conduct of
the Redlands Bicycle Classic "Prologue Race", scheduled for March 7, 2000, be

Subject:
Request for waiver of fees for city participation in the Annual Redlands Bicycle Classic
"Prologue" event, to be held March 7, 2000 in downtown San Bernardino.
Background:
On March 7, 2000, the Redlands Bicycle Classic will hold its "Prologue" event which
consists of sprint races in downtown San Bernardino. The event will begin at the Court
and "E" Street entrance to the Carousel Mall parking structure and travel east to Court
and "D" Street. 400 top cyclists will be participating in the race.
The Police Department is providing personnel for the six hour event including 20
BMET/POP officers manning the intersectious and traveling the race route for
crowd/spectator control. Thirty personnel including police reserve officers, Explorers
and citizen patrol volunteers will comprise teams assigned to intersections as well.
Traffic Engineering personnel will provide assistance in the form of barricade placement,
removal and signing. The cost for these services are:

A map is attached indicating the event route and street closures.
This event is the "kickoff" presentation of the Annual Redlands Bicycle Classic.
Enlarging the event this year to include San Bernardino increases the purse value to the
riders thereby attracting the top riders in a very competitive field. In addition,
participation by our city strengthens regional ties with Redlands and Highland while
providing a measure of economic benefit to the city through tourism dollars.
This event will be covered by ESPN and is receiving financial and coordination support
from the San Bernardino Visitors and Convention Bureau and Main Street. Race officials
have asked Carousel Mall and other downtown merchants to participate as sponsors.

Recommendation:
That the Mayor and Common Council recommend waiver of approximately $4,197.97 in
fees for city personnel and equipment to assist in the conduct of the Annual Redlands
Bicycle Classic "Prologue" event, to be held on March 7, 2000 in downtown San
Bernardino.
