CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
Subject: Resolution of the Mayor and Common Council of the City of San Bernardino
in support of Proposition 13 - The Safe Drinking Water, Clean Water, Watershed
Protection, and Flood Protection Act.
Background: On March 7, 2000, voters will have the opportunity to approve
Proposition 13, the Safe Drinking Water, Clean Water, Watershed Protection and Flood
Protection Act. This measure represents a shift in the management of water resources
from the state level to communities at the local level.
Passage of Proposition 13 will result in an urgently needed investment in the water
infrastructure of California. It will provide 1,000,000 acre-feet of much needed new dry-
year water supply, benefiting the people and industries located within the Santa Ana
Watershed and across the state. It will also provide important improvements to water
quality.
Enactment of this bond will bring greater certainty to the water supplies that fuel
California's economy and sustain the state's competitive edge. The investment will help
prepare California for an increase of 15 million people by 2020 through a variety of
clean water, watershed, flood protection and water supply improvement programs.
Proposition 13 will provide a minimum of $235 million for water related projects in the
Santa Ana Watershed. Approximately $25 million is earmarked to fund the Santa Ana
Watershed Project Authority that will augment the City's Vision 2020 Project and the
San Bernardino Regional Water Resources Authority.
Fiscal Impact: None.
Recommendation: Adopt resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO IN SUPPORT OF PROPOSmON13 - THE SAFE DRINKING
WATER, -- CLEAN WATER, WATERSHED PROTECTION, AND FLOOD
PROTECTION ACT.
Whereas, California's economic prosperity and environmental vitality is dependent
upon the careful management of the state's water resources; and
Whereas, Proposition 13 will provide 1,000,000 acre-feet of urgently needed new
supplies, particularly crucial in drought years, benefiting the people and industries both with
the City of San Bernardino and throughout the state; and
Whereas, Proposition 13 is the largest water bond in California's history at $1.97
billion, and enactment of the measure will provide for greater reliability to the water supplies
that fuel the California economy and support millions of jobs; and
Whereas,' the investments provided for in the bond measure will help California
prepare for the expected increase of 18 million people by the year 2020 through a variety of
clean water, watershed, flood protection, and water supply programs; and
Whereas, Proposition 13 includes approximately $25 million to fund the Santa Ana
Watershed Project Authority that will augment the city's Vision 2020 project and the San
Bernardino Regional Water Resources Authority; and
Whereas, If adopted by the voters, Proposition 13 will provide tangible water benefits
for people in nearly every city and county in the state, and better protect our communities from
the devastation of both floods and droughts; and
Whereas, the people of California have expressed their strong support for the increase
investments in the state's water infrastructure.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Common Council of
the City of San Bernardino hereby lists the City of San Bernardino as formally in support of the
Safe Drinking Water, Clean Water, Watershed Protection, and Flood Protection Act, listed as
Proposition 13 on the March 7 ballot.
