STAFF REPORT
SUBJECT
A resolution authorizing the execution of a purchase order to Haaker Equipment Company for one
(1) Asphalt Patch Truck for the Public Services Department.
BACKGROUND
The vehicle to be purchased will provide more permanent repairs of potholes and deteriorated
roadway surfaces. The truck is equipped with a heated and enclosed truck bed to maintain the hot
asphalt concrete, which will maintain the temperature of the asphalt and extend the workability of
the material. It will also have a hydraulic operated jack hatnmer for the removal of damaged asphalt
and dumpable storage bins for holding and disposal of the removed material.
The City currently has one truck with a heated bed and two trucks with standard open beds. This
purchase will be an additional vehicle for the Street Division. The current trucks do not provide
equipment that allows debris removal or feed systems to deliver asphalt to the ground. Additional
equipment and three to four staff must be utilized to complete repairs. Purchase of this vehicle will
allow the City to make these repairs using a two-person crew and a single truck, thus allowing better
use of staff resources.
ANALYSIS
A notice of request for quotes was issued on October 25, 1999.to three (3) vendors, the San
Bernardino Chamber of Commerce, and advertised in the San Bernardino Sun and on the City web
. site. Bids were received from two companies on Bid Number F-00-32 with the following results:

The cost and technical specifications of all bids were reviewed and the low bid from Haaker
Equipment substantially meets or exceeds all items called for in the specification. All bid prices
were adjusted to remove the cost of the 800MHZ radios, since it has been subsequently determined
it is less expensive for the City to acquire and install the radio.
FINANCIAL IMPACT
Funds for this purchase are contained in the Fiscal Year 1999/2000 Motor Vehicle fund. $481,400
was included in this year's Fleet budget for the purchase of vehicles. Additionally, $774,700 was
carried over from the previous fiscal year for a total of $1,256,100 available for vehicle purchases.
The Vehicle Replacement Fund accrues funds as departments contribute annually in anticipation of
purchasing replacement vehicles as needed. The remaining balance in the Vehicle Replacement
Fund will be $790,593 after this purchase.
RECOMMENDATION
Adopt the resolution, authorizing the Purchasing Manager to issue a purchase order in the amount
of $109,567.74 to Haaker Equipment Company for purchase of a new asphalt patch truck.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF A PURCHASE ORDER TO HAAKER EQUIPMENT COMPANY
FOR ONE (1) ASPHAL T PATCH TRUCK FOR THE PUBLIC SERVICES
DEPARlMENT
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Haaker Equipment Company is the lowest and best responsible
bidder for the furnishing and delivery of one (1) Asphalt Patch Truck as in accordance with Bid
Specification F-00-32 for the total amount of $109,567.74; pursuant to this determination, the
Purchasing Manager is hereby authorized and directed to issue a purchase order for said one (1)
Asphalt Patch Truck; such award shall only be effective upon issuance of a Purchase Order by the
Purchasing Manager; and all other quotations therefor are hereby rejected.
SECTION 2. The authorization to execute the above referenced Purchase Order
is rescinded if it is not issued within sixty (60) days of the passage of this resolution.
