Baclmround: The Census Bureau is mandated by the Constitution to take a census every ten years. The Census count is the basis for the allocation of billions of dollars of federal, state, and county funds for social and other programs. Additionally, the Census count is vital in that it determines the number of Congressional Districts in the area. It is estimated that 37,270 people in the County of San Bernardino were undercounted in the 1990. SB 711 (Burton) established the California Complete Count Committee to maxirnize the number of Californians counted in Census 2000 and to implement census outreach programs. California's Budget Bill for 1999-2000 - SB 160 (peace) included an appropriation of $24,715,000 to administer the activities of the California Complete Count Committee. Of this amount $5,000,000 is appropriated for County Complete Count Committees. The County of San Bernardino has met its requirements to obtain its portion of the $5 million, which is $239,603. The requirements included establishing a County Complete Count Committee and developing a general plan outlining general goals, rnarketing and outreach activities. The County's Complete Count Committee consists of member cities in the County that have established their own complete count committees. The City of San Bernardino established its complete count committee long before the County had its committee in alignment. The County's Complete Count Committee members recommended that the County's portion be allocated between the County and cities that have established complete count committees. Cities that have not established complete count committees will join in the County's effort. A subcommittee comprised of representatives of cites in San Bernardino County with Complete Count Committees in place was established to decide how the funding should be allocated. Based on the guidelines established by the United States Census Bureau, the Committee decided that the funds should be allocated to cities. The City of San Bernardino held a meeting with its Complete Count Committee to establish a proposal. The City submitted a proposal for $42,500 to the County's Complete Count Committee which was ultimately approved by the Board of Supervisors. The City's proposal provides funding to implement local, targeted efforts that will address the special concerns of our community. All efforts are designed to promote and publicize the importance of being counted in Census 2000. Careful consideration will be taken in hard to enumerate areas in the City, as identified by the Federal Department of Finance. The ultimate goal of the program is to achieve widespread participation in the Census for the betterment of the City. The Census questionnaire forms will be mailed out to residents in mid-March and must be responded to by April!. Therefore, it is imperative that implementation of the Census 2000 Outreach Program take place as soon as possible. Financial ImDact: A budget amendment is required to reflect the increase of $42,500 in revenue to the General Fund, and an increase of $42,500 in expenses in the Mayor's Department budget. Recommendation: Authorize budget amendment and adopt resolution. Approve standard agreement for funds allocated to cities and community based organizations and authorize the County Administrative Officer to sign the agreements. 3. BACKGROUND INFORMATION: Califomia's Budget Bill for 1999-2000 - SB 160 (Peace) included an appropriation of $24,715,000 to administer the activities of the California Complete Count Committee. Of this amount $5,000,000 was appropriated for the County Complete Count Committees and the San Bernardino County Complete Count Committee's allocation is $239,603. PAGE TWO -, FEBRUARY 15, 2000 On January 11. 2000. the Board of Supervisors adopted a resolution, which established the San Bemardino County Complete Count Committee and appointed eight initial members. The resolution authorized the Chairman of the Board to appoint additional members to the Committee in order to have organizational participation on the Committee. Additional Committee members were recruited from the County of San Bemardino and from the incorporated cities of the County. On January 25. 2000, the Board of Supervisors approved Agreement 200ll-42 and Resolution No. 20QO..19 with the State of Califomia Business, Transportation and Housing Agency in the amount not to exceed $239,603 to promote the 2000 Census. The Complete Count Committee established a sub-committee consisting of members from the cities to help the County determine a spending plan for the allocated dollars. The Su~ommittee met on February 8, 2000 and established the aforementioned distribution recommendations. The Complete Count Committee approved these recommendations on February 10, 2000. Approval of this action will ensure an accurate and complete count of San Bemardino County residents in Census 2000. FINANCIAL IMPACT: Funding for this expenditure of $239,603 is provided through San Bemardino County Agreement No. 2000-42 and Resolution No. 2000-19. Approval of this action will result in no local cost to the County. Appropriations (Fund-SFG, Dept.-CAO, Org.-CAO, Obj.-2445) and Revenues (Fund-5FG, Dept.-CAO, Org.-CAO, Obj.-8840) are to be established at $239,603 in the Complete Count Committee fund. The City of San Bernardino was allocated $42,500. '. Attached is a standard agreernent that needs to be signed by your city. Please make sure you type the name of the signer and their title on page three of the agreement. As soon as the County receives the signed agreement, 50% of your allocated money will be sent to you. The remaining 50% will be sent to ~ou when the County receives the remaining money from the State. Since we are advancing you this money, you need to make sure you send supporting documentation to me as soon as possible for all money spent Please submit the three progress reports included in the agreement in Exhibit B by March 1, 2000, March 16, 2000 and March 31, 2000, respectively.
