Svnopsis of Previous Commission/Council/Committee Action(s):
On October 26,1998, the Redevelopment Committee considered a proposal from Staff to authorize a $250,000
Community Development Block Grant (CDBG) appropriation to WSCDC. At this time, the Redevelopment Committee
recommended that the allocation be limited to $100,000 in order to monitor the success and need for the program.
On May 17, 1999, the Mayor and Common Council further authorized an additional allocation of HOME funds in the
amount of $150,000 to WSCDC for the Handyworker Program.

CURRENT ISSUE
Since the last appropriation of $150,000, in May 99, and due to the volume of housing
applicants, WSCDC has expended all appropriated resources for the Handyworker Program (the
"Program"). Moreover, because there continues to be great demand for the Program, staff is
proposing an additional allocation of $300,000 for WSCDC to continue the Program.
This will be accomplished by an amendment to the existing Agreement which will continue to
require that the grant, per unit, shall not exceed $5,000 (including labor, materials and
supervision), with an overhead/administration allowance of fifteen percent (15%). Also,
WSCDC must obtain pre-approval of the proposed scope of work from Agency staff and because
HOME funds will be utilized, WSCDC will be required to ensure that all health and safety items
are repaired prior to allowing any cosmetic type of improvements. The Program is restricted to
owner-occupied units with emphasis or priority to seniors, and restricted to households earning
less than eighty percent (80%) of median income (i.e., family of 4 may not earn more than
$37,750).
During the nine (9) month contract period, WSCDC assisted 30 low-income owner occupants
with health and safety repairs, such as roofing, electrical, plumbing, painting, etc. Any
applicants exceeding the income limits or the scope of the Program will continue to be forwarded
to the Agency funded Home Improvement Programs administered by NHS or Jackson Federal
Bank (formerly First Federal Savings).
Continuation of this Program will assist the City in meeting the number one priority depicted in
the City's adopted Consolidated Plan which calls for the preservation and rehabilitation of the
City's affordable single-family housing stock. Consequently, staff is recommending an
amendment (the "Amendment") to the existing HOME Agreement, specifically amending
Section II, Scope of Services/Compensation (A) by $300,000 and Section II, Schedule of
Completion of Tasks (2) as provided in the attached Amendment. All other provisions of the
May 19, 1999, Agreement will remain in full force and effect.

FISCAL IMPACT
This Amendment will be funded with 1998 and 1999 uncommitted federal HOME funds in the
amount of $300,000 (IDIS No. 80201-500-597-1999 & 500000000-480-1998).
RECOMMENDATION
That the Mayor and Common Council adopt the attached Resolution.

SAN BERNARDINO WEST SIDE COMMUNITY
DEVELOPMENT CORPORATION
HOME FEDERAL GRANT AGREEMENT
DATED MAY 17, 1999
THIS AMENDMENT to Agreement dated May 17, 1999 referred to as ("Amendment"),
is made and entered into this 22nd day of February, 2000 by and between the City of San
Bernardino, a municipal corporation, referred to as ("City"), and San Bernardino West Side
Community Development Corporation, a non-profit community housing organization, referred to
as ("WSCDC"). City and WSCDC agree as follows:
WITNESSETH
WHEREAS, City and WSCDC have previously entered into Agreement dated May 17,
1999 referred to as ("Agreement"), for the purpose of administering the Single Family Owner-
Occupied Handyworker Program (the "Program"); and
WHEREAS, City and WSCDC desire to amend the Agreement to increase the
compensation amount and schedule for completion of the Program as provided herein.
NOW, THEREFORE, in consideration of the mutual covenants herein set forth and the
mutual benefits to be derived there from, the parties agree to modify the Agreement in the
following two areas only:
1. Section 11. Scope of Services and Compensation (A), Amount of Grant to be
increased by $300,000, thus resulting in a total grant of $450,000; and
2. Section 11. Scope of Services and Compensation (B)(2) Schedule for Completion
of Tasks: Services shall be provided by WSCDC until February 22, 2001, or until funds for the
Program are exhausted.
All other provisions in the Agreement dated May 17, 1999 shall remain in full force and
effect.
