SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Police Department to apply for and accept a Driving Under the Influence (Dill) mini grant from
the State of California Office of Traffic Safety in the amount of$27,052,56,
BACKGROUND
The California Office of Traffic Safety through a partnership with the University of California,
Berkley are awarding grant funds in the form of Dill mini-grants for the holiday periods
covering December 12, 2008 - January 3, 2009 (Christmas / New Years) and August 21, 2009-
September 7, 2009 (Labor Day), These Dill mini-grant funds are specifically for the purpose of
conducting Sobriety Checkpoint Operations during these national crackdown enforcement
periods as well as other times of the year as needed by local agencies,
The San Bernardino Police Department has participated in several of these mini-grant programs
targeting drunk driving in recent years (Council Actions: 2003-260, 2004-287, 2006-321 and
2007-389 are the most recent), These mini-grants have been an effective tool used by the
department to fund these checkpoint programs during these enforcement periods. Checkpoints
have proven to be an effective high visibility tool to both educate the public about the dangers of
drunk driving as well as provide the additional enforcement efforts directed toward this crime.
After conducting an evaluation of available resources and developing a deployment strategy
during these periods we will request funding to conduct (4) four checkpoint operations during
these mobilization periods (I-Christmas / I-Labor Day / 2-at other times not yet scheduled),
Overtime funding will include two supervisor positions, 10 officers and two clerical positions for
a cost of $6,763.14 per checkpoint totaling $27,052.56, There is no matching fund requirement
on the part of the city.
FINANCIAL IMPACT
There is no financial impact on the City's General Fund.
RECOMMENDATION
Adopt resolution.

SECTION I:
The Mayor and Common Council of the City of San Bernardino
hereby authorize the Police Department to apply for and accept the State of California Office of
Traffic Safety Mini Grant in the amount of$27,052.56. The grant is for overtime and reporting
costs related to increased enforcement during the "You Drink & Drive, You Lose" Campaign.
Expenditures will be in accordance with the Office of Traffic Safety Detailed Budget Estimate
form (OTS-38E), contained in the Office of Traffic Safety Grant Agreement.
