STAFF REPORT
POLICE COMMDNITY SERVICE OFFICE AT
WEST SIDE PLAZA SHOPPING CENTER
The San Bernardino Police Department wishes to furnish the Community
Service Office at the West Side Plaza Shopping Center, with said
furnishings estimated to cost in the amount of $4,600 (including ten
percent (10%) contingency; see attached memorandum from Chief Robbins).
The overall plan for the West Side Plaza Shopping Center is to include
a Community Oriented Policing (COP) facility in the shopping center.
The shopping center will be completed in two (2) phases. Phase One (1)
will be shop buildings "A" - "E" and building "G" and the Alpha-Beta
Market. Phase Two (2) will be the bank facility, COP facility and
Sav-On Drug Store.
The COP facility will be located temporarily in a facility to be
prepared for the Phase I grand opening of Alpha-Beta Market on July 2,
1992. The temporary COP facility must be in operation by this date.
Furniture currently being used in the COP facility at Medical Center
and 10th Street cannot be relocated to the West Side Plaza because it
does not belong to the City. Because of budget constraints and timing
(relocation prior to adoption of 1992/1993 Police Department Budget),
the Police Department cannot absorb the cost of completing the
temporary facilities as well as the furnishing needs for the temporary
and permanent facilities. It should be noted that staff has
investigated the possibility of there being excess City-owned furniture
previously purchased by the Agency. The cost of $4,600 is, therefore,
the maximum amount expected to be expended. This figure could be
reduced if other usable furniture is discovered.
On May 7, 1992 the Redevelopment Committee reviewed this item and
recommended approval to the Community Development Commission.
Staff recommends adoption of the form motion.

As you know, we will be movinq into a new community service office
(CSO) in the shoppinq center beinq built at Baseline and Medical
Center Drive. I understand that a temporary facility is expected
to be completed in May and we will need to move into the facility
by that time in order to maintain aqreements made with the
developer.
We will be "de-staffinq" our current CSO at loth and Medical Center
Drive in order to accommodate this move. Unfortunately, the
furniture in that office cannot be moved to the new site as it
belonqs to HUD.
Since this move will take place prior to the beqinninq of the new
fiscal year and the move was not funded in our current budget, I am
in need of assistance from your department to facilitate this
action. I anticipate the followinq furniture needs (with the
attached costs as recommended by the Purchasinq Department for
these types of furniShings). Additionally, we will need to have
some sort of window coverings (preferably mini-blinds) for both the
temporary office and the permanent office.
