In November, 1991, the City received a request from the FEDCO Board of
Directors to review landscape upgrades, as well as other improvements,
to the FEDCO properties located at Mt. Vernon Avenue and Mill Street.
The RDA Committee considered this item at its meeting on May 7, 1992
and referred it to the CDC for approval.

STAFF REPORT
FED CO LandscaDiDJ! and Other ImDrovements
In November, 1991, the City received a request from the FEDCO Board of
Directors to review landscape upgrades, as well as other improvements, to the
FEDCO properties located at Mt. Vernon Avenue and Mill Street. Development
Department staff has worked with Richard Pope, Landscape Architect who serves
in a consultant capacity for the City, and Mr. Michael Gantes, Vice President
and Administrative Assistant to the President of FEDCO, Inc., to assess the
landscape needs at FEDCO and on the other three corners of Mt. Vernon Avenue
and Mill Street. Staff has also worked with the Director of the Parks,
Recreation and Community Services Department to standardize landscaping
features throughout the intersection and the adjoining parcel frontages, to
achieve the most positive visual impact and to maintain consistency.
The activities and cost estimates are as follows:
LANDSCAPE IMPROVEMENTS - PUBLIC RIGHT-OF-WAY:
Prepare landscape construction irrigation and planting plans, details,
and specifications for the landscape area 20' behind the right-of-way at
the FEDCO store site located at the southwest corner of Mill Street and
Mt. Vernon Avenue. The landscape area is approximately 6,540 square
feet.
Prepare landscape construction site plan, irrigation and planting plan
details, and specifications for the landscape area at parkways on the
east side of Mt. Vernon Avenue and north side of Mill Street where they
front FEDCO property. The landscape area is approximately 6,550 square
feet. (Coordination with individual property owners, if desired, will
be provided under separate contract.)
Prepare landscape construction cost estimates.
The landscape architect's fee for professional services rendered was $4,300.00.
The construction costs for landscape improvements in the public right-of-way
have been estimated at $67,728.00 for the FEDCO side of the street and at
$27,739.00 for across the street from FEDCO as indicated on site plans the
architect has submitted. Staff has determined that the improvements to the
public right-of-way and twenty (20) feet into the building setback could be
undertaken through the 50/50 Landscape Program. The City's share for one half
of the cost of the improvements ($95,467) would be approximately $47,734.00.
The cost of the landscape architect's fee ($4,300) would be paid from the
50/50 Landscape Program.

The landscape architect has been working with FEDCO to accomplish the
following:
Prepare landscape construction, irrigation and planting plans, details,
and specifications for the on-site landscape area at the interior of the
parking lot. The landscape area is approximately 6,540 square feet.
Prepare landscape construction cost estimate.
The landscape architect's fee for professional services rendered will be
$2,500.00. The total cost of the improvements to the FEDCO parking lot
interior will be approximately $101,250.00. Staff has determined that
Commission action would be required to fund the landscape improvements to the
interior of the parking lot which cannot be undertaken through the 50/50
Landscape Program.

As noted earlier, the Agency's share of the landscape improvement cost in the
public right-of-way is being funded out of the 50/50 Landscape and
Beautification Fund. No Commission action is required for this component of
the program. Commission action, however is required for the Agency's share of
the parking lot improvements and the prOfessional services rendered. The sum
of these items total $53,125.

UNDERGROUNDING OF UTILITIES:
Development Department staff has worked with the Edison Company to prepare an
Order of Magnitude cost estimate to underground utilities at Mt. Vernon Avenue
and Mill Street. Edison has determined that the cost would be $2,119,059 for
transmission, distribution and telecommunications facilities, along with the
real property cost. The estimate did not include costs for coordinating the
relocation along with any additional costs stemming from land related
engineering costs. The project would require 18 months lead time for the
procurement of cable and tubular steel riser poles and an additional seven (7)
months for actual construction.
Ed Butterworth, President of FEDCO, has worked with staff regarding the terms
and conditions for undergrounding of the utilities. Due to the cost
associated with the undergrounding of utilities, staff recommends that the
undergrounding of utilities not be funded at this time.
As to the landscaping and beautification component of this project related to
the Fedco parking lot, staff recommends adoption of the form motion.

This is to advise you that this department has reviewed the
landscaping aspects of the Taco Tia project on Mill and Mt. Vernon
Streets.
Our recommendation is that in order to achieve the most positive
visual impact, all new landscaping in the right of ways at this
main intersection should compliment and be consistent with one
another.
In a meeting with the landscape architect for the project, it was
his understanding, and this department concurs, that landscaping
features will be standardized throughout this intersection and the
adjoining parcel frontages.
