Synopsis of Previous Council action:
08-20-84 Resolution No. 84-335 adopted declaring benefit to all
properties within district boundary.
11-08-84 Resolution No. 84-448 adopted determining public
interest, convenience and necessity require formation of
maintenance district and establishing district.
06-19-89 Resolution No. 89-195 adopted awarding a contract to C &
D Landscaping for the low bid price of $13,870.00.
06-04-90 Resolution No. 90-196 adopted awarding a contract to
Mentone Turf Supply for the low bid price of $12,705.00.
06-03-91 Change Order No. One, extending the contract one year,
at no increase in the contract prices, approved.
Recommended motion:
1. That Change Order No. TWO to the contract with Mentone Turf Supply,
for maintenance of landscaping in Assessment District No. 959, in
accordance with Plan No. 6360, be approved, increasing the scope of
work to include Zone 1 of the Shandin Hills landscape area, from
April 1, 1992 to June 30, 1992, at an increase in the contract price
of $10,839.25. (Motion No. 2 on second page)

STAFF REPORT
Landscaping within Zone I, of Assessment District No. 959
for Shandin Hills, has been installed by the subdivider, as
required by the conditions of approval for the tract. The one
year plant establishment period terminated in March, 1992, and
the landscaping has been accepted by the City for maintenance.
The maintenance of this recently accepted landscaping will
be incorporated into the contract with Mentone Turf Supply for
Assessment District No. 959. Price quotes were requested from
the Contractor. For the period from 4-1-92 to 6-30-92, these
quotes total $10,839.25, for this 3-month period, or $3,613.08
per month.
Zone I consists of an extensive graded slope, and
greenbelt planting, as shown on the attached map. The cost per
square foot, although higher than normal, is in accordance with
other competitive bid prices for high slopes. Therefore, we feel
that the unit prices quoted by the Contractor are fair and
reasonable for the work involved.
Funding for the costs incurred on this project are being
provided pursuant to Resolution No. 84-448, adopted 11-8-84 and
Resolution No. 89-195, adopted 6-19-89, which orders the
installation and maintenance of the landscaping. Costs for
maintenance will be pre-funded by the City, as set forth in the
Resolution of Intention No. 84-335, and the amount reimbursed
through assessments levied on all parcels within the district for
the following fiscal year.
Inspection of the maintenance effort by the Contractor for
Zone I will be provided by the Department of Parks, Recreation
and Community Services.
We recommend that Contract Change Order No. Two be
approved.
RECOMMENDED MOTION (Cent):
2. That the transfer of $10,840.00, from Account No. 254-000-
30405, "AsSessment District Reserve Fund," to Account No.
251-361-53925, Assessment District No. 959, be approved.
