Staff Report
Subject:
Resolution ratifying submittal of the Funding Request Form to the Department of
Conservation, Division of Recycling for California Beverage Container Recycling and
Litter Reduction Activities.
Background:
The California Beverage Container Recycling and Litter Reduction Act provides funding
to local governments for specified beverage container recycling and litter reduction
activities that encourage communities to recycle beverage containers.
The Funding Request Form for Beverage Container Recycling and Litter Reduction
Activities, if approved, will provide $53,781 for continued implementation and promotion
of beverage container and litter reduction activities within the City. The City has
received block grant funds from the Department of Conservation, Division of Recycling
for the last eight years.
Proposed projects include continued implementation of the beverage container
recycling program at San Bernardino Valley College, further expansion of beverage
container recycling at California State University, San Bernardino, expansion of
commercial commingled and multi-unit beverage container recycling, the school
education program, and the public education campaign to promote beverage container
recycling and litter reduction.
The grant application was submitted electronically to the Department of Conservation
on May 1S\ 2008.
The grant term is July 1, 2008 through June 30, 2009.
Financial Impact:
The funding amount is $53,781. There are no matching funds required by the City.
Recommendation:
Adopt Resolution.

RESOLUTION NO.
RESOLUTION OFTHE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO RATIFYING SUBMITTAL OF THE FUNDING REQUEST FORM
TO THE DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING FOR
CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION
ACTIVITIES.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the people of the State of California have enacted the California
Beverage Container Recycling and Litter Reduction Act that provides funds to cities and
counties for beverage container recycling and litter cleanup activities;
SECTION 2. That the California Department of Conservation, Division of Recycling
has been delegated the responsibility for the administration of the program within the State,
setting up necessary procedures for cities and counties or their designees under the program;
SECTION 3. That per Section 14581 (a)(4)(E) of the California Beverage Container
Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request
Form by the due date and time in order to be considered to receive funds from the Department
of Conservation, Division of Recycling;
SECTION 4. That the Mayor and Common Council of the City of San Bernardino
ratifies the submittal of the Grant Application Form to the California Department of
Conservation, Division of Recycling (attached hereto as Exhibit "A"). The City Manager or his
designee, is hereby authorized to execute in the name of the City of San Bemardino all
necessary forms hereto for the purposes of securing payments and to implement and carry out
the purposes specified in the Section 14581 (a)(4)(A) of the California Beverage Container
Recycling and Litter Reduction Act and provide information regarding this program to the
Division upon request.

Project Description
Continued funding for expansion of bottles and cans recycling program at California Slate University, San Bemardlno and
San Bernardino Valley College. Continue the promotion of bottles and cans recyctlng at special events and venues
throughout the city, including events at Arrowhead Credit Union Park and City sponsored events, Continue the Recycling
Rewards program, matching funds for $Chools that recycle beverage containers. Support and endorse the Environmental
Leadership and Mentoring Program (ELM) promoting waste reduction and recycling at facilities and schools by training
youth on how to Implement programs.
