U7-73 RESOLUTION OF THE CITY OF SAN BERNARDINO URGING APPROVAL OF STATE LEGISLATION AUTHORIZING A PUBLIC VOTE FOR A COUNTY TRANSPORTATION SALES TAX. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Recitals. A. State and federal gasoline taxes and other transportation revenues are, and will continue to be, inadequate to meet our state highway construction needs, even though we continue to receive our equitable share of those funds. B. Our local city streets are in great need of additional revenue for rehabilitation and new construction, since virtually all receipts from current gasoline taxes are required for maintenance costs alone. .. C. The state is encouraging counties to adopt transportation revenues of their own, and is increasingly rewarding the counties which have done so. D. A sound transportation system which keeps pace with growth is vital to securing new jobs for our residents, thereby reducing long commutes. E. The counties of Santa Clara, Alameda, and Fresno have adopted such measures, and others are planning to do so. F. A one-half cent sales tax for a specified period of years, to be spent on a voter-approved program of projects, appears to be the most fair and productive method of local funding. G. The San Bernardino Associated Governments (SANBAG) has initiated a program seeking a public vote on approval of such a 3/3/87 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 tax. H. The initial step requires passage by the state Legislature and signature by the Governor of an enabling bill authorizing the public vote. SECTION 2. Implementation. A. Those representatives in the State Legislature representing the City of San Bernardino, and the Governor of the State of California, are hereby urged to approve legislation allowing the voters of San Bernardino County to vote upon a special sales tax for transportation projects within said county and within the City of San Bernardino; and further, that said proposed legislation include a requirement that State funding for local City streets and freeways shall be maintained at its current or higher level as that funding is fixed in all future State budgets. B. The City Clerk of the City of San Bernardino is hereby directed to send certified copies of this resolution to Governor Deukmejian, Senators H. L. Richardson and Ruben Ayala, and Assemblymen William Leonard and Jerry Eaves.
