STAFF REPORT
On March 16. 1992. Real Property Staff was authorized to obtain an appraisal for
the above property in order to extend Pepper-Linden Drive Northerly to Northpark
Boulevard.
As Pepper-Linden Drive is considered a major arterial on the General Plan and will,
therefore, be subject to some future Federal or State funded programs, it is
necessary to follow the guidelines of the Uniform Relocation Assistance and Real
Property Acquisition Policies Act of 1970 in acquiring this property. Therefore,
Staff has obtained the necessary Appraisal Report and has taken all the necessary
steps to comply with this Act.
Prior to making a firm purchase offer of "Just Compensation" to the Owners of the
land it is necessary that the Mayor and COllmon Council consider the Appraiser's
report and valuations. The attached Resolution establishes "Just Compensation"
(fair market value) for the property and serves as the basis for the City's
purchase offer to the Owners.
Negotiations have been held with the developer at Paradise Hills. a large
residential development North of California State University at San Bernardino.
relative to their "fair share" participation in the costs of acquiring the property
and the costs of extending and improving Pepper-Linden Drive. A tentative
agreement has been reached to the effect that Paradise Hills will pay the cost for
the acquisition of this parcel and contribute S150,OOO.00 toward the costs of the
improvements.
If the City does not agree with the Appraiser's determination of fair market value.
a second appraisal will be needed.
Staff has reviewed the report submitted by Mr. Ralph Monge, and is of the oplnlon
that the appraised value is fair and reasonable. Therefore, we recommend that the
report and the valuations contained therein be accepted.

RESOLUTION OF THE CITY OF SAN BERNARDINO ACCEPTING THE
APPRAISER'S DETERMINATION OF FAIR HARKET VALUE OF PROPERTY LOCATED NORTIlERL\
OF KENDALL DRIVE (FOR ACQUISITION OF A PORTION OF THE PEPPER-LINDEN DRIVE
EXTENSION) BETWEEN UNIVERSITY PARKWAY AND PINE AVENUE IN SAN BERNARDINO,
CALIFORNIA, AND CERTIFYING THE WORK OF THE APPRAISER.
WHEREAS, the City of San Bernardino is contemplating the acquisi-
tion of real property located Northeasterly of Kendall Drive between
University Parkway and Pine Avenue, in the City of San Bernardino; and
WHEREAS, EVERETT E. McGREW and ALDONA R. McGREW are the owners of
the lot and parcel of real property which is to be acquired: and
WHEREAS, the City desires to now acquire said property; and
WHEREAS, City has reviewed the Appraiser's determination of the
fair market value of the land and his report thereon: and
WHEREAS, the City intends to acquire said property with funds
provided by a developer in the area:
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO THAT:
SECTION 1. That said lot and parcel of real property owned by
EVERETT E. McGREW and ALDONA R. McGREW, situated in the City of San
Bernardino at 2358 Kendall Drive, is described as follows:
Lot 15, Tract 2404. in the County of San Bernardino,
state of California, as per plat thereof recorded in Book
34 of Maps. Pages 52 and 53. in the office of the County
Recorder of said County.
EXCEPTING therefrom that portion of said Lot 15 conveyed
to the San Bernardino County Flood Control District by
Deed recorded February 4. 1957. in Book 4147, Page 458,
Official Records.
and is hereby determined, based upon the Appraiser's report submitted
herewith. to have a fair market value of Two Hundred Fourteen Thousand
27 Dollars ($214,000.00), and said amount is hereby established as the fair
28 market value for said property.
