On December 2, 1991, the Community Development Commission authorized a
Downtown Planning Task Force be established and an agreement with
Project for Public Spaces, Inc., be entered into to draft an urban
plan, under the direction of the Downtown Planning Task Force, in the
amount of $60,000.

Since January 2, 1992, Project for Public Spaces, (PPS) has been
working on the Downtown Urban Plan. PPS has followed the scope of
services as stated under Agreement No. EDA-92-COOl and is currently
working on the fourth stage, Final Plan Proposals and Recommendations.
Through its data collection, research and analysis, PPS has determined
that downtown San Bernardino is in a critical state. Many downtown
tenants are leaving downtown for the Tri-City busines~ area and other
neighboring cities. Surveys and interviews from San Bernardino
residents, employees and business owners indicate a serious negative
perception about security, crime and lack of social and business
activity in the downtown area. PPS recommends that immediate
short-term projects to bring life, vitality, and people to the downtown
need to start as soon as possible, building on the events and
activities of Main Street, Inc. (i.e. Farmer's Market and T.G.I.F.
Concerts)
During its April 16, 1992 Task Force meeting, the Downtown Urban Plan
Task Force, recommended that PPS develop a short-term improvements plan
for the downtown inner core and a site plan for marketing the
Superblock site. Neither of these two tasks are included within the
scope of PPS existing contract. However, it was agreed these items are
important to the Downtown Urban Plan that PPS is working on and should
be added to that plan.

The short-term improvement plan will include concept designs and
management strategies for a variety of projects to be implemented this
year in the Court and E Street area. It will also include the
"Breezeway" between Court and 4th Streets, the Court and B Parking lot,
the existing upper level plaza, landscaping to the parking lot, the
courtyard entrance to the Carousel Mall, and the front of the Maruko
Hotel. Key to all these positive visual and functional changes is
their ability to be completed quickly.
The Superblock conceptual site plan will show overall building
footprints, IIBssing, parking garages, and public spaces. Once
plan is approved, PPS will prepare an overall color rendering.

Creating the plans, preparing the cost estimates, and determing the
implementation schedules for the above referenced projects cannot occur
without an adjuatment to PPS's existing contractual terms on the
development of an additional scope of services to parallel the much
needed original works.
To create the two plans (the short term improvements and the site plan
to market Superblock) will require an estimated $10,000 for the
Short-Term Plan and $7,500 for the Superblock Site.
This proposal has been approved and reco_ended by the Downtown Urban
Task Force at its meeting of April 16, 1992.
