The City of San Bernardino has received an allocation of $1.095 million from the U.S. Department of Housing and Urban Development (HUB) to implement the HOME Investment Partnerships Act (HOME) Program that was created under Title II of the National Affordable Housing Act of 1990. HUB has reviewed the documentation submitted by the City and has indicated that all requirements have been met as a Participating Jurisdiction. The City has submitted the required HOME Program Description that must be approved by HUD prior to the funds being released. The HOME program will be administered by the Development Department. The general purposes of HOME include: To expand the supply of decent and affordable housing, particularly rental housing, for low- and very low-income Americans. To strengthen the abilities of State and local governments to design and implement strategies for achieving adequate supplies of decent, affordable housing. To provide both financial and technical assistance to participating jurisdictions, including the development of model programs for affordable low-income housing. To extend and strengthen partnerships among all levels of government and the private sector, including for-profit and non-profit organizations, in the production and operation of affordable housing. The HOME funds were allocated to certain activities as follows: Substantial Rehabilitation (Single family, owner-occupied and multi-family rental) - $865,000; Acquisition (First Time Homebuyers) - $100,000 ($5,000 per household); and Tenant Assistance - $130,000. It should be noted that the City did not receive an allocation from HUD for New Construction. The HOME regulations require that at least l5X of HOME funds must be set aside for a special type of non-profit called a Community Housing Development Organization (CHDO). This represents a minimum allocation of $164,200 from the $1,095,000 allocation for the City of San Bernardino. The CHDO or another non-profit will administer the program for substantial rehabilitation of rental units - either single or multi-family - and possibly the tenant assistance program. A detailed description of the CHDO activity will be sub~itted to BUD at a later date. HOME program regulations specify that theCHDO must be: (1) developers, sponsors, or owners of HOME assisted housing who have effective management control of projects; (2) organized and structured according to strict standards specified in the HOME regulations which includes having 501(c) status. The City of San Bernardino may work with one or more CHDOS. In addition, a CHDO may work with other non-profits, for-profits, or other private sector entities. Staff has formulated a HOME Program Description that both supports the Housing Element of the General Plan and is in compliance with the City's adopted Comprehensive Housing Affordability Strategy (CRAS). The program description submitted also included procedures for minimizing Federal subsidies, along with the necessary certifications for approval to implement the HOME program. Documents submitted with the program description included Affirmative Marketing and Outreach to Minority and Women-OWned Businesses, Policies for Relocation and Acquisition and Policies for Assuring a Drug-free Work Place. Based upon the staff report and the attached HOME Program Description, staff recommends adoption of the form motion. ~0lI.
