The Development Department has a BUD approved CRAS which is an action-oriented management tool that identifies housing needs and specifies the resources and programs to be used to address these needs. The City and Economic Development Agency must now certify that individual housing projects are in compliance with the City's adopted CRAS, regardless of funding sources utilized to finance affected projects. Future decisions of the Housing Committee and the Commission regarding housing projects and budget allocations must now necessarily take into account the adopted CRAS strategies. 'I'BI ~&~ As outlined in the CRAS, the City of San Bernardino has a significant need for: 1. Preservation of existing affordable housing stock. 2. New Construction of Affordable Housing. 3. Creation and/or Maintenance of Special Needs Housing. The C.-itaent - The CRAS states that "in fiscal year 1992 the City will commit $395,750 to rehabilitation activities, nearly $14,262,723 for new construction of housing suitable for very low and low income families and individuals, and $583,000 in creation and/or maintenance of special needs housing." ",...din. Sources - To satisfy the above cODlllitment, the City will utilize both Federal and local funds. The CRAS states that the City expects to commit Federal funds of $1.095 million in HOME funds, $1.8 million in CDBG funds, $55,000 in rental rehabilitation funds, $400,000 in program income, and $43,000 in Emergency Shelter Grant Program funds for housing.
