Little S_nd CaDVon Heiahts Develoument ConceDt
On April 6, 1992 the Community Development Commission, by resolution,
accepted the Grant Deed to property located at Foothill and Manzanita
Drive. The property was acquired for $331,000 and comprises a portion
of the proposed Little Sand Canyon Heights ("Canyon") area. During the
meeting staff was requested to provide a "briefing" as to the basic
purpose of the project. This memorandum is responsive to that request.
The Canyon proposed site is approximately 143 acres (see attached
maps). It is a triangular site with its southern most tip formed by
the merging of Foothill Boulevard and the Manzanita Drive alignment.
The broader northern base of the property abuts the Woodland Heights
area (tentative tract number 15185) composed of fifty-two (52) units on
10,000 square foot lots. On the West is the proposed Sterling Heights
area (tract number 14112) designed for fifty-six (56) lots with a
minimum of 10,500 square feet.
Canyon is designed for 104 dwellings and would receive its primary
access, subject to negotiation, to the site through the proposed
Sterling Heights subdivision via an easement with the East Valley Water
District. The project is planned for development as a gated community
offering high quality, low density housing. Both the adjacent Woodland
Heights and Sterling Heights projects are also designed as gated
planned developments. This cluster of the three (3) developments will
bode well to establish the area as one with upscale housing and highly
desirable neighborhoods. To the degree possible, the existing major
ridgelines, topography and water areas will be preserved. The 104
canyon lots will average 12,500 square feet and home locations will be
oriented to take advantage of city views to the south and west.
Most of the site will be preserved in natural open space with hiking
trails throughout the development. Citrus groves and other types of
agriculture, where cost effective, are proposed to be planted within
the San Andres fault zone and along some of the hillsides.

In late 1991 cost estimates associated with construction of the
conceptual plan, based on the cost preferred concept, was estimated to
be approximately $7.075 million or $68,020 per lot. These costs were
calculated to focus on the magnitude of construction cost and could
vary as detailed plans are developed.
This report is for informational purposes only and no action is
required of the Commission at this time.
Staff recommends adoption of the form motion.
