City Ball Roof
On April 6, 1992, staff received the attached staff report from the
Director of Public Works/City Engineer outlining problems with the City
Hall roof.
As indicated, the roof has experienced significant damage due to the
years in service and deferred maintenance. Now that the Agency has
taken title to the building, it is appropriate for the Commission to
consider allocating tax allocation bond proceeds for the repair work.
On April 9, 1992, the Redevelopment Committee considered this matter
and recommended approval to the Community Development Commission.
Staff recommends adoption of the form motion.

The roof is in poor condition, due to the number of years that it
has been in service. This situation is particularly true of the
parapet walls, which are in very poor condition. Extensive leaks
were experienced at the parapet walls during the functional
testing of the fire sprinkler system. There is the potential for
significant damage to the building and contents during heavy rain
storms.
Estimates have been obtained for re-roofing City Hall. Below is
a preliminary estimate of the total project cost, based upon the
most favorable estimate received.

The raised walkway is to allow access for maintenance personnel
without damaging the new roof.
An estimate of $29,000 was obtained for repairing the parapet
wall, with an estimate of $47,000 for replacing the roof at a
later date. Under this approach, the estimated contract cost
would be $76,000.
We recommend that an amount of $100,000 be allocated from bond
proceeds to finance the cost of installing a new roof on City
Hall.
