SUBJECT: SUMMER LUNCH MONITOR SALARIES (P.T.jGRANT FUNDED)

I request that the Resolution for wages for part-time employees be
amended to increase the hourly wage of the summer lunch monitors.
This request is based on the following justifications.
1. The summer lunch monitor position is an admnistrative
position specified within the summer lunch program for
youth. The position is required by the grant from USDA, and is
utilized to insure the sponsor (City) that program regulations
are met. The position is funded entirely by federal grant
funds.
2. INCREASING SALARIES WILL IMPROVE RECRUITMENT.
This department experiences significant difficulty in
recruiting adequate qualified staff. At the existing rate,
recruitment will be virtually impossible in that private sector
positions will have more to offer.
3. WAGES FOR SUMMER LUNCH MONITOR POSITIONS HAVE NOT BEEN
INCREASED SINCE 1985.
Salaries were increased 19 percent in 1985. Given an average
rate of inflation of 5 percent, this position is earning 15
percent less than when the last increase occurred.
4. INCREASE IN WAGES WILL IMPROVE MORALE.
Monitors are required to work in some of the most difficult and
undesirable locations, many outside the City of San Bernardino.
Wage increase will make these duties more desirable and improve
morale.

5. INCREASED WAGES WILL ATTRACT THE BEST QUALIFIED STAFF.
The division cannot attract the most desirable candidates for
employment due to the competitive wages in neighboring cities
and the private sector. The increase in wages should result in
applications by experienced staff who previously worked
elsewhere as well as for the city. The investment in time and
training of staff will not be lost to other cities and the most
qualified staff would be available to fill this critical
position.
6. The requested increase to 5.50 hour will in comparison fall
between the second step (5.41) and third step (5.71)
compensation for recreation leaders. The autonomy and
responsibility required of the monitor exceeds the require-
ments of the recreation leader position.
Summary
The proposed pay increase is as follows:

The 1992 Summer Lunch program projects serving 75,000 youth meals
at 35 sites in 44 days, June 29 through August 28, 1992. To
protect the sponsor, the City of San Bernardino, adequate numbers
of lunch monitors, qualified and well trained, must be employed by
June 15, 1992. This increase is essential in that process.
