STAFF REPORT
BACKGROUND
Article III, section 1, of the General unit ME\lIlorandum of
Understanding provided for a 5% salary increase less any amount up
to 1% as provided in Article IV, section 1C, effective July 1,
1991. The Union elected not to divert one percent of the salary
increase towards the medical premiums.
On July 15, 1991, the Mayor and Common Council approved ReSOlution
6413, section 10, incorporating the above-mentioned General unit
salary increase, effective July 1, 1991.
On September 3, 1991, the Mayor and Common Council approved an
amendment adding the following four (4) positions:
o Engineering Aide:
o Development permit Technician:
o Telecommunications Representative: and,
o Police Rangemaster.
RECOMMENDED ACTION
The salary ranges for nine (9) positions in this resolution should
be adjusted, to reflect the full 5% salary increase, effective as
of July 1, 1991, for the General Unit Classifications. The current
ranges for these positions reflect less than a 5% increase.

The city of San Bernardino's salary matrix provides 5% between each
step and .5% between each range. Thus, ten ranges would equal a 5%
salary increase. Due to rounding, figures may not equal exactly
5%.
ANALYSIS
As part of our research on the CSR II's (reference my memo dated
March 13, 1992), we compared the Alpha Salary Listings for the last
two years for General Unit Employees.
If the city had used ten ranges for a 5% increase, as noted above,
all General Unit Employees should have advanced by ten ranges. The
classifications listed on Attachment '1 advanced nine ranges,
instead of ten ranges.
RBCOJIIIBIlDA'1'IONS
1. In the future, I recommend using a consistent, uniform practice
for adjusting salaries, e.g., ten ranges for a 5% increase.
2. I recommend a retroactive salary adjustment to July 1, 1991
for the classifications listed on Attachment '1, increasing
their salaries to the ranges indicated. Per your suggestion,
this should be done by amending Resolution No. 6413 (also, see
attached item for April 20, 1992 Council meeting).
