STAFF REPORT
Manuel P. Moreno, Jr., Director of Public services, ..requested the
exchange of one (1) budgeted Refuse Operator I for a Typist Clerk
II in the Refuse Division. .
The Refuse Superintendent's work has been handled primarily by a
street Division Typist Clerk II. CUrrent Refuse Division
clerical staff are working at maximum capacity and are only able
to provide minimal assistance for the Superintendent.
Because of Assembly Bill 939, the Superintendent has additional
responsibilities for a complete waste study and implementation of
recycling programs, and will need even more staff support.
The Director of Public Services proposes to "exchange" one Refuse
Operator I budgeted position (delete it) for the creation of one
Typist Clerk II position. The creation of this Typist Clerk
position will allow the Superintendent to meet his
responsibilities in a timely manner without being in a crisis
mode for reports, typing, disciplinary actions, and other
matters, as he is at present. This will allow the Street
Division employee to address Street Division needs, which are
currently not being met.
RECOMMENDATIONS
1. Delete one (1) budgeted Refuse Operator I position, Range
1275, $1,748-$2, 124/month. The annual compensation for
Refuse Operator I, including 21.37\ for variable fringe
benefits that rise with salary, is as follows:
* $25,459 at Step 1
* $30,935 at Step 5
2. Establish a new position of Typist Clerk II, Refuse Division,
Range 1243, $1,489-$1,809/month. The annual compensation for
Typist Clerk II, including 21.37\ for variable fringe
benefits that rise with salary, is as follows:
* $21,686 at Step 1
* $26,347 at Step 5

Subject: Exchange of One Budgeted Refuse Operator I for a Typist
Clerk II

since the Refuse Superintendent came on board, he has acquired a
full understanding of the Refuse Division. He has been
implementing and maintaining department rules, procedures, and
surveys. He has full responsibility for reviewing equipment
specifications, purchase requests, implementing safety training,
taking disciplinary actions, and enforcing state and Federal laws
regarding commercial drivers. Additionally, since Mr. Barnes
accepted the position, the State passed Assembly Bill 939 mandating
a complete waste study and subsequent implementation of recycling
programs. He is in charge of ensuring we meet our deadlines and of
implementing the necessary programs.
Mr. Barnes' clerical work has been handled primarily by a Street
Division Typist Clerk II. Current Refuse Division clerical staff
are working at maximum capacity and are only able to provide
minimal assistance for Mr. Barnes. with the superintendent's
increased knowledge of the department and further AB 939
responsibilities, this situation has taxed both the Street Division
(a General Fund division) and the Refuse Division (an Enterprise
Fund division).
The Director of Public Services proposes to "exchange" one Refuse
Operator I budgeted position (delete it) for the creation of one
Typist Clerk II position. The creation of this Typist Clerk
position will allow the superintendent to meet his responsibilities
in a timely manner without being in the crisis mode for reports,
typing, disciplinary actions, etc., as he at present. This will
also allow our street Division employee to address Street Division
needs which are currently not being met.
There is no impact to the General Fund by this decision, and there
will be a net budgetary savinas to the Refuse Fund of $3,780.00 per
year. Because there is currently a vacant Refuse Operator I
position, there will be no job loss associated with this exchange.

Under close supervision, to load refuse into a refuse collec-
tion truck; to drive and operate a truck on a relief basis;
and to perform related work as required.
REPRESENTATIVE DUTIES
Collects and dumps qarbaqe and refus~ into refuse iJ.t... 16!~.6
trucks while coverinq a desiqnated route in a residential or
commercial zone; unloads refuse trucks at the City landfill;
services refuse trucks by checkinq~el, oil, water, filters,
brakes and tires and makinq adjustments by refillinq, drai-
ninq, cleaninq or reportinq for repair; operates compaction.

trucks;-drives refuse trucks; taqs improper refuse contain-

MINIMUM OUALIFICATIONS
Ability to read and write at the 8th qrade level; and 6
aonths of experience loadinq and unloadinq refuse trucks.
Possession of a valid Class B california Driver's License is

JOB DESCRIPTION
Under supervision, to perform varied clerical duties of
moderate difficulty involvinq reqular use of a typewriter
keyboard; to file and maintain records and prepare reports,
and perform transcribinq duties; to provide information and
assistance to the qeneral public; and perform related work
as required.
REPRESENTATIVE DUTIES
Types forms, schedules, reports, lists, qeneral correspon-
dence, manuscripts, charts, labels, qraphs, contracts and
statistics; types, files, records, computes and maintains
sensitive and privileged information; receives, opens, date
stamps and distributes mail; acts as a receptionist to the
public, takes and responds to calls, screens inquires, takes
messages, schedules appointments and answers questions and
makes referrals requiring a basic understanding of pOlicies
and procedures of the work unit; operates a variety of office
equipment, such as a typewriter, calculator, word processor,
CRT, microcomputer, transcription equipment and specialized
office equipment of the assigned unit; sorts, alphabetizes,
separates, batches and distributes forms and reports;
proofreads materials for clerical accuracy and spellinq;
copies, collates, staples and otherwise binds a variety of
materials; files and retrieves materials from established
filinq systems and develops' standard office filinq systems

Graduation from high school or G.E.D. equivalent and 1 year
of recent entry-level clerical experience: or 6 months as
a Typist Clerk I with the City of San Bernardino. Typing
speed of 45 wpm.
