Background: Due to problems in the past of not having a quorum present for regularly scheduled and special meetings, the Mayor and Common Council adopted ordinance No. MC-767 which established the positions of two alternates to each board, bureau or commission. The function of the alternat_ is to make up a quorum, if necessary. If a quorum is present, the alternate may participate in discussions, but may not vote. In the case of the Planning Commission, there are nine members and two alternates Conly one is filled a~ this time) with a quorum consisting of 5 members. Since the alternateCs) must prepare for each meeting in case there is a need, and the alternateCs) attends most of the meetings, the Planning commission requested that the alternateCs) be able to vote at all meetings if anyone of the 9 members is absent, whether or not there is a quorum. R.coma.Dda~ioD: Staff concurs with the Planning commission's recommendation that Ordinance No. MC-767 be expanded to allow the alternateCs) ~o the Planning Commission to vote if there is a vacancy at any given meeting. If there is only one regular member absent, the senior alternate shall be allowed to vote.
