Synopsis of Previous Council action:
- On August 15, 1988 and November 20, 1989, the Mayor and Common Council adopted Resolution
No. 88-305 and 89-471, modifying or increasing fees for Planning Services.
- April 17, 1991, Mayor and Common Council adopted Resolution 91-481 establishing fees
for new Planning Services.
- July 15, 1991, Mayor and Common Council extended Resolution 91-481 for 6 months.
- January 6, 1992, Mayor and Common Council extended Resolution 91-481 until April of 1992
to allow staff to determine cost of services and how to structure Planning fees.
Recommended motion:
- That the Planning Fee Schedule adopted by Resolution 91-481 remain in place until the
effective date of a new Plannning Services Fee Resolution.
- That the public hearing concerning changes in the Planning Division Fee"Schedule be
set for May 4, 1992.

SUBJECT: PLANNING DIVISION FEES
MAYOR AND COMMON COUNCIL MEETING
APRIL 20, 1992
REOUEST
That the Mayor and Common Council keep the Planning Fee Schedule
adopted by Resolution No. 91-148 in place until the effective date
of new Planning Fee Schedule Resolution. In addition, that the
Mayor and Common Council set May 4, 1992 as the date of public
hearing concerning the proposed Planning Division Application and
Service Fees.
BACKGROUND
On November 20, 1989, the Mayor and Common Council adopted
Resolution 89-471, which increased Planning fees to rates that
approximated the Median Fees charged by cities in the Inland Empire
area and directed staff to continue to work toward establishing
fees that covered more the Planning's operating cost. In April
1991, the Mayor and Council adopted the city's new Development Code
and added new fee categories corresponding to the Development Code
(Resolution 91-148). The Mayor and Council deferred increasing
Planning fees as part of the Development Code adoption process.
Staff has been analyzing the City's Planning fee since January of
1992. As part of this analysis a planning fee survey was conducted
of 16 surrounding planning agencies. This analysis and
recommendation on revising Planning Application and Service Fees is
nearing completion.
Staff presented the revised Planning Fee Schedule to the Council's
Ways and Means Committee on Wednesday, April 15, for their review
prior to a public hearing before the Council.
RECOMMENDATION
It is recommended that the Planning fee schedule currently in
effect remain in place until the effective date of the new Planning
fee schedule resolution (60 days after Mayor and Common Council
adoption). In addition, staff is recommending the Mayor and
Council set a public hearing on the proposed planning fees for 2:00
p.m. on May 4, 1992.

Synopsis of Previous Council action:
April 17. 1991 Council adopted Resolution 91-148 establishing new fees for
planning services.
July IS, 1991 that planning fee schedule remain in effect for 6 months. This
time was to allow Staff to track cost for services and determine best method
to structure and collect fees.
Recommended motion:
That the planning fee schedule adopted by Resolution No. 91-148 remain in effect
until April of 1992.
That information on cost of providing and planning services and the best method to
structure and collect fee be referred to Legislative Review Committee.
