Kev Board M....b~r for the Mobilehome Rent Board
Effective March I, 1992, Mr. Armand Ledoux submitted his resignation as
the homeowner's representative to the Mobilehome Rent Board. Jerry
Butler, Mobile Home Rent Board Coordinator, has met with different
groups of Homeowners and has received a resume from Doris J. Wallach
via the M.O.R.E. Organization in support of Ms. Wallach's appointment
as the alternate member of the Mobile Home Rent Board representing
homeowners.
Since Mr. Ledoux was the regular homeowner representative to the
Mobilehome Rent Board, it is requested that Mr. Russell Piper, who has
been the alternate homeowner representative on the Mobilehome Rent
Board, be appointed to the position as regular member of the Mobilehome
Rent Board.
Staff recommends adoption of the form motion.

Dear Joe:
The purpose of this letter is two fold. First of all,
the error made by First American Title in the pro ration of
interest on the first mort,age has been rectified. I
deposited funds into escrow this past week and I would assume
these funds has been transferred to you to'ether with the
closin, statement or else they will be in the next few days.
Secondly, our deal moved so quic~ly that there was not
the opportunity to ,ive to you an insi,ht into the backlround
of my employees before the transaction closed. I am well
. aware that yoU have now had the opportunity to work with both
Gaylord and Doris and I am certain already familiar with
their capabilities. Bowever I do think it may be of some
assistance to you in formulatin, your strateiY of management,
if you were .aware of Doris' backlround and the
responsibilities she has assumed for us in the past.
Doris first joined us in January 1969 as secretary. At
that time I had moved my office to take over the
responsibilities of operation and management of San
Bernardino Public. Golf Course. Inoidentally my partners and
I had built this course and because of a number of internal
problems it beoame neoessary for me to take a sabbatical from
real estate investments and ,ive my full attention to this
operation until its subsequent sale in 1974. Durin, this
period Doris performed in an exemplary manner the usual
seoretaria1 responsibilities ino1udior all bOokkeepin"
paYment of bills, wages, and all the functions attendant to
maintainin, the ori,inal records. SUbsequently her
responsibility was expanded to include responsibility and
accountability for the bar, ,rill and banquet operation and
total accountability for cash control. This latter became a
verysubstania1 responsibility for on a heavy weekend filled
with tournaments the.receipt of upwards of $10,000.00, mostly
in.cash, was not unusual. Her performance through the years
in these assi,nments were wi;hout a siorle blemish. While
this is a personal opinion, it was one shared by my own
accountants and those auditors from the insurance company,
Board of Equalization, and IRS who at one time or another had
oocasion to audit our records. We kept a clean aoourate shop
and it.was Doris' responsibility to see to it that we could
always make that statement.
After the sale of the ,olf course, I asked Doris to stay
with us as we went back to our prime business of real estate

development and investments. It was durinc the )"ears of her
emplOTment that - aoquired Ranoho and. Mill Apartments 129
units and developed., owned aDd. llanatred Barton aDd. Waterman
a 128 unit BOD project involvinr both Sect 238 and. Sect 8.
Durinc this period. Doris virtual I)" served as the off-site

capacit)" of a comptroller.
In 1984 I made the personal decision to sell Barton and
Waterman' and build. the new project of Sierra Vista. At this
point in time, it was also MY wish to become less active in
business. I offered Doris the opportunit)" to eet her real
estate broker's licence, take extra s_inars to increase her
sophistioation in apartment manatr_ent. She aocepted the
ch.llenee and has served. in an exemplar)" manner as tbe off-
