P.r.llel with. resurgence of concern and politic.l responsiveness to
cities, with p.rticul.r focus on the inner core, over eighteen (18)
ye.rs .go the Feder.l government began its support for community
development .ctivities and created the Community Development Block
Grant (CDBG) Program .s its key implementation strategy. Today that
program, .lbeit financi.lly diminished over time, is still in
existence. In the City of San Bernardino, and typic.l of other western
st.te citles,.-the funds have been used to benefit low to moderate
residents in . number of ways. These include, but .re not limited to,
cre.tion of jobs vi. development assistance, rehabilit.tion of
residenti.l units, support of soci.l and recreational services, shelter
for the homeless and physic.lly .bused women as well .s infrastructure
to spur revit.liz.tion of blighted .re.s in conjunction with
redevelopment activities.
The CDBG program has been a good one for the City. Unfortunately
legislation and l.ws, triggered by an unsymp.thetic feder.l government
has had . chilling effect on the ability of cities to provide the
services originally contempl.ted .t the initiation of the CDBG
legisl.tion. Simply put, the feder.l government has been
systematically reducing ita contributions to CDBG, hOUsing and
development .ctivities over. number of years, an action which is in
lockstep with the national government's "New Feder.lism". and- the
st.te's incre.sing willingness to offlo.d its fiscal responsibilities
onto loc.l governments.
Notwithstanding the reality of the need to hang on to the funding we
hsve, or indeed incre.se it, there is much to celebr.te .bout. The
CDBG program is effective and has resulted in benefits that would not
have occurred but for its existence. It has fed the poor, sheltered
the homeless, made homeowners out of tenants, prompted. more f.ir
shsre of minority participation in development and amply proven

its value as well as need for continuation. Given these circumstances,
the City should, as is annually customary, declare the week of April
20, 1992 as "National COllllllUllity Development Week." This action is in
harmony with the recent request of the National COllllllUl1ity Development
Association and fitting for the occassion.
Time permitting, the staff will attempt to provide during the meeting.
of April 20, either a slide show, field tour or brief
citizens/developer presentations to the Council regarding their
experiences with the CDBG program.
It is both timely and appropriate that the City declare the week of
April 20, 1992 "Nationsl COllllllUl1ity Development Week" and adopt the
attached. resolution- to. -ini tiate..i t. - - In- doing-.so . the -Ci ty would. accept
the County's invitation to join the San Bernardino County Board of
Supervisors in this observation of the CDBG program with the u.S.
Congress.
Staff recommends adopttion of the attached Resolution.

WHEREAS, the Co_it)' Development Block Grant funds are
11 channeled to thousands of neighborhood-based nonprofit organizations
12 and public agencies throughout the nation to address pressing
13 neighborhood and human service needs; and
14

15 WHEREAS, for the last decade, maD7 of the fiscal policies of
16 the Federal Government have resulted in the reduction of federal
17 assistance provided to local governments and nonprofit organizations
18 vested with the responsibilit)' of meeting the needs of persons of low
19 and moderate income; and
20
21 WHEREAS, during this time of constricted federal contribution
22 to the task of meeting the needs of persona of low and moderate income,
23 the problem of maintaining a decent standard of living in urban America
24 has increased, as evidenced b)' the dwindling suppl)' of affordable
25 hOUSing, the massive rise in homelessness, unemployment and the
26 resurfacing of hunger and malnutrition as measures of widening economic
27 disparit)'; and
