SUBJECT: Reorganization of Facilities Management

I have discussed restructuring the Facilities Management Department
with Shauna and we have agreed to the following items:
1. Establish a position of Facilities Manager
which would serve as the division head of this
division and supervise the Facilities
Superintendent as well as the parking control,
vehicle abatement operation and the
administrative section. I would suggest that
there be a 5% salary variance between this
position and the position of Facilities
Superintendent.
2. The job description of Facilities
Superintendent which is currently responsible
for supervising the daily activities of the
custodial and building maintenance operations
would remain unchanged. The current salary
for this position is approximately 3.5% less
than that of the Electrical and HVAC
Supervisor which is a subordinate supervisory
position. The salary inequity should also be
resolved as part of this restructuring.
It is proposed to do an in-house promotional recruitment inVOlving
Steve Griffin, Bert Murphy and anybody else in the division who is
interested in these positions. Assuming Steve and Bert are
successful in this promotional opportunity, the position of Energy
Management Coordinator would be left vacant and, ultimately,
eliminated as a salary savings measure.

Please note that, as part of the mid-year budget actions, the
Council eliminated the position of Director of Facilities
Management. Approximately $10,000 was set aside as part of this
action to fund the restructuring as noted.

FACILITIES MANAGER (U)
JOB DESCRIPTION
Under general administrative direction, organizes, directs and
administers programs of the Facilities Management Division,
including the maintenance and repair of city buildings, structures
and facilitiesl coordinates and directs city custodial maintenance,
vehicle abatement, parking control and security activities 1
conducts energy conservation programs 1 and performs related work as
required.
REPRESENTATIVE DUTIES
Provides excellent customer service. Maintains positive attitude
toward City'S management philosophy, and promotes same through
cooperative interaction with staff and other City departments.
Plans, organizes and directs the work of skilled trades and support
personnel engaged in the maintenance, repair and alteration of City
buildings, equipment and facilities, and the work of custodial
crews engaged in the cleaning of City buildings, facilities and
office spacel
Responsible for: the enforcement of time limit parking regulations
on streets, and public parking 1 the security of city operated
parking and facilities, and the vehicle abatement programl Carousel
Mall maintenance and parking District maintenancel
Coordinates maintenance projects with other departments and
~genc;:i~s 1 receives and responds to a wide range of public
~nqu~r~es, service requests and complaints 1 prepares plans,
specifications and operating policies in the selection of needed
equipment 1 promotes and enforces safe work practices 1 monitors
contractual servicesl
Resolves complaints and employee disciplinary matters and difficult
field administration problems 1 prepares annual division budget
estimates 1 directs the preparation of reports and correspondence
and the formulation of a long-term program of building maintenance
improvements 1 and recommends award of contracts.
MINIMUM OUALIFICATIONS
Graduation from high school or G. E. D. equivalent and three years of
progressively responsible managerial and supervisory experience in
building operations and maintenance, code enforcement and security.
