STAFF REPORT
Police officers working field operations frequently request warrant check inquiries
on subjects to determine if outstanding warrants exist. Anonnal "wait" time for
inquiry infornation has been 10 to 20 minutes. The slowest portion of the wa=ant
procedure has been obtaining local wa=ant status from the County of San Bernar-
dino. Their own 'NOrkload demands and staffing limitations have been the cause of
lengthy time delays. Recent negotiations with the County have resulted in acqui-
sition and installation of computer equipment in the Police Dispatch Center and
Police Records Bureau, allowing our personnel direct access into the County's
Central Name Index (CNI). The equipnent has been supplied at no charge to the
city for use or maintenance. Officer wait time has been reduced to half the
previous time or 5 to 10 minutes per wa=ant inquiry.
RECCMMENDATION
The County of San Bernardino has submitted the attached "Mencrandun of Understanding"
detailing terrrs and conditions for the City of San Bernardino's continued use of
their equipment and access into CNI. The M.O.U. has been revie'Ned by Richard
Morillo, Sr. Assistant City Attorney and approved for chain-of-coomand review and
final City Council approval.

The installation of terminals and printers in Dispatch and Records was a practical
solution for problerrs being experienced by both city and county personnel. The
priITery benefactor of this solution within the city is the field officer who will
now be freed for waiting calls in a more timely manner.
Ins tallation of the equipment was canpleted in Noverrber, followed by county per-
sonnel training designated citYel1l'loyees. Line personnel 'Nere then trained by
those city designated trainers at the Sheriff's Training Facility. In January
all personnel were trained and began running all city-originated inquiries. In
addition to warrant checks, CNI access available to our personnel includes:
JIMS or Jail Infonnation System; ACIS or AutOllated Court Infonnation System; PIMS
the Property Infonnation Managerrent System; and a countywide broadcast system.
The full value of these systerrs has not yet been explored.
The terrrs of the County's proposed M.O.U. appear reasonable and acceptable for
city compliance. I recarnend the three attached documents be revie'Ned, signed
and returned at the city's earliest convenience.

agreement is rescinded if the parties to the agreement fail to execute it
within sixty (60) days of the passage of this resolution.

MEMORANDUM OF UNDERSTANDING
BETWEEN
SAN BERNARDINO COUNTY SHERIFF'S DEPARTMENT
AND
CITY OF SAN BERNARDINO POLICE DEPARTMENT
WHEREAS, City of San Bernardino Police Department (hereinafter
referred to as CITY) desires direct access to the Sheriff's Automated
Information Systems; AND
WHEREAS, San Bernardino County Sheriff's Department (hereinafter
referred to as SHERIFF) is willing to provide such access,
NOW, THEREFORE, it is agreed as followed:
I. RELATIONSHIP OF PARTIES
In order to accomplish the goals of this agreement, the duties of
the parties are as follows:
DUTIES OF SHERIFF:
1. Install necessary equipment as follows:
a. Three (3) Central Name Index (CNI) terminals (2 in CITY
Dispatch and 1 in CITY Records),
b. Two (2) printers, AND
c. Miscellaneous hardware.
2. Provide all necessary equipment maintenance.
3. Pay all equipment lease costs and transaction charges.
4. Train key operators and provide necessary follow-up training
for system inquiry only on the following Sheriff's data bases:
a. Central Name Index (CNI),
b. Jail Information Management System (JIMS),
c. Traffic Citations (T-CITE),
d. Automated Court Information System (ACIS),
e. property Information Management System (PIMS),

f. Sheriff's Automated Warrants (SAW), AND
g. Broadcast.
DUTIES OF CITY:
1. Key operators to train all other employees on the proper use
of equipment and inquiry procedure for the above-named
databases.
2. Maintain equipment in a reasonable condition.
3. Make all necessary system inquiries without assistance from
the Sheriff's Records Division.
II. CALLS FOR ASSISTANCE
CITY agrees to do all routine inquiry. CITY may make a reasonable
number of calls to the Sheriff's Records for the following reasons:
1. Assistance on pending warrants and verification of warrant
status,
2. Reasonable need for emergency assistance, AND
3. Assistance if system is down or equipment malfunctions.
If, in the view of the SHERIFF, an unreasonable number of calls
are made by CITY to Sheriff's Records, CITY agrees to assume all
equipment installation and lease costs, all transactions costs, or
return equipment to SHERIFF. Prior to any charge to CITY or removal of
equipment, the parties agree to have designated representatives meet
and discuss any differences and resolve problems in a manner agreeable
to both parties.
I II. TED
This agreement becomes effective upon signature by both parties
and terminates only as hereinafter stated. This agreement may be
terminated by either party at any time without cause upon thirty (30)
days written notice to the other party. Any such notice shall be sent
by registered, United States Mail to the following addresses:

IV. INDEKNIFICATIOH
The SHERIFF agrees to indemnify, defend, and hold harmless the
CITY and its authorized agents, officers, volunteers, and employees
against any and all claims or actions arising from SHERIFF'S acts,
errors, or omissions in connection with the operations of this
agreement, and for any costs or expenses incurred by the CITY on
account of any claim therefore.
The CITY agrees to indemnify, defend, and hold harmless the
SHERIFF and its authorized agents, officers, volunteers, and employees
against any and all claims or actions arising from CITY'S acts, errors,
or omis"sions in connection with the operation of this ag~eement, and "
for any costs or expenses incurred by SHERIFF on account of any claim
therefore.
