Synopsis of Previous Council action:
January 25, 1991 -
Council adopted resolution 91-35 which provides that
youth organizations must be 51 percent city residents
to qualify for exemption of light fees.
Recommended motion:
Form Motion 1: That fees for light use on outdoor
athletic facilities by non-resident youth organizations
be waived through July 1, 1992.
or
Form Motion 2: That non-resident youth organizations
be charged on a pro rata basis according to percent
of city residency for light use on outdoor athletic
facilities.
or
Form Motion 3: That fees be charged to non-resident
youth organizations as est~shed, in Resolution 91-35.

STAFF REPORT
Resolution 91-35 which establishes fees for use
of city parks and recreation facilities,
provides that "Non-profit, youth serving
organizations are those organizations whose
principal purpose is to provide a service or
program to participants, generally under the age
of 18, of which fifty-one percent (51%) reside
in the City of San Bernardino. Groups in this
classification shall pay no fee for use of
outdoor athletic facilities."
At a public hearing on March 2, the Council
considered a proposal that would have eliminated
this exemption and established light fees for
all youth sports groups. At the hearing, the
Council did not act on the resolution, but
instead directed that the youth organizations be
allowed to engage in conservation measures which
would then be studied in August. This action
consequently left the existing resolution intact
and with it, the obligation to charge non-
resident youth groups for light use.
There are two known youth organizations which
use city facilities at this time. These are
Colton-Terrace Little League which uses Colony
Park and is comprised of approximately 2 percent
city residents and Highland Little League which
uses three fields at Highland Little League at
Patton Park and is comprised of approximately 30
percent city residents. The energy consumption
by these groups will cost an estimated $1,400 at
Colony and $5,000 at Highland Little League.
The alternative form motions provides the
council with a full range of options. Form
Motion 1 will exempt fees for those and any
other groups that may be identified through the
same use period as was provided for the local
youth groups. Form Motion 2 allows for a pro
rata charge based on percent of city residency.
Form Motion 3 provides that fees be charged as
established by resolutions. The newly
calculated rates of $4.50 per hour for small
fields and $5.50 per hour for large fields would
be used unless directed otherwise.
