'1 L r OPERATION BREAKTHROUGH, INC. & SAN BERNARDINO COMMUNITY AGAINST DRUGS, INC. Operation Breakthrough. Inc. is a private, non-profit organization in Big Bear dedicated to building a Drug Free Community through substance abuse prevention/education and treatment services. Since 1965, the organization has provided speakers, workshops and written material on drug/alcohol abuse. The drug free community media campaign involves the display of posters and car signs and monthly drug-free shirt days in which hundreds of individuals wear the logo. The outpatient treatment program provides a minimum of 50 hrs/week professional counseling on an ability-ta-pay basis. San Bernardino Community Against Drugs. Inc_ is a community based organization formed in 1985 to coordinate and mobilize resources in the war against drugs. This collaborative effort has aggressively pursued the development of effective awareness, education, prevention, intervention, and drug-free activities for all the citizens of the Inland Empire. This organization plans and organizes county-wide drug-free alternative activities for youth, and is the catalyst for starting Youth to Youth drug-free clubs and uniting other drug-free clubs throughout San Bernardino County.
