STAFF REPORT
During the mid-year budget cuts, it was suggested that additional
consideration be given to consolidating supervisory
responsibilities throughout the city. The Director of Public
Services subsequently presented a proposal to consolidate the
management of the Garage with the Refuse Division and eliminate the
position of Fleet Manager.
The Director's recommendation to assume the responsibilities for
management of the Garage was based on the fact that approximately
2/3 of the funding and the majority of the vehicles are from the
Refuse fund. As the largest user of Garage services, they have a
strong interest in ensuring the fleet is appropriately maintained.
In addition, the Director has previously served as Fleet Manager
and has developed a number of recommendations relative to improving
fleet operations. Al though the Refuse Superintendent will be
responsible for day-to-day supervisory responsibilities, the
Director of Public Services will be responsible for the overall
management of the Garage. The following changes in Garage
operations have been recommended:
1. Contract out the oil and lube service of light
vehicles. This would affect lube service
only, no repairs, for Sub-compact and compact
cars and pick-ups. The service would be
performed by appointment only.
2. Consider contracting with an outside firm not
related to any equipment manufacturers for the
purpose of reviewing equipment specifications.
The specifications would be reviewed to ensure
equipment purchases best meet the needs of the
user departments.
3. Re-institute the night shift. This is for two
reasons: (1) Heavy equipment service. Most
trucks and heavy equipment cannot be spared
for repair time during the day. (2) Repair and
replace minor parts for less down time for the
operating department. It will also prevent
the Garage from being impacted during the
morning.

Establish a bi-monthly meeting with user
departments to discuss the concerns they have
regarding their vehicle or equipment
maintenance and repair needs. The meetings
will be held with the Director, the

Superintendent, the Garage supervisors and, if
necessary, the mechanic performing the work.
This will open the communication lines from
the working mechanic to the user department.
The end result of the discussions may indicate
that user departments needs are being met or
that certain training or different scheduling
is needed.
Undertake individual interviews with all
Garage personnel to address their personal
concerns and to review their expertise in
their respective fields. This time would also
be used to solicit their recommendations or
discuss complaints.
Establish a total yard security program with
the Garage being the nucleus of accessibility
within the inner City Yards.
7. Review with each individual department, a one-
on-one inspection of their fleet with Garage
personnel and supervisors.
These are some of the recommendations the Director of Public
Services has made. It is anticipated that additional
recommendations will be forthcoming after the transition and after
staff interviews and an assessment of needs has been conducted.
I plan to meet with the Director on a regular basis to monitor the
changes.
There will be no additional salary increase recommended for the
Director or the Superintendent. They both have agreed to and
accepted the added responsibility without pay increases.
