STAFF REPORT
A landowner petition for annexation was filed with the Local. Agency Formation
Couission (LAFCO) for the territory lying between 3rd street and Rialto Avenue. and
between Lena Road and Tippecanoe Avenue.
This area currently is receiving their water service from Cardiff Farms Mutual Water
Co. which has experienced many problellS over the years not only as to the quantity but
the quality of water they can supply to the area. The residents have requested water
service from the City Water Department.
The Water Department has indicated the cost of upgrading the water system, which
includes the installation of lIeters, to be approxillll.tely $250,000. It is proposed
that if this annexation proceeds, a condition of the completion of the annexation
would be the formation of an assessllent district to fund the necessary improvellents to
the water systell. Those proceedings would be processed concurrently with the
annexation proceedings, and the annexation would not be final until the assessment
district has been established.
It is recollllended that the Director of Public Works/City Engineer and the City clerk
be authorized to proceed with this proposal.
