That the Director of Public Works/City Engineer be authorized
to obtain an appraisal for Assessor I s Parcel No. 261-231-25,
north of Kendall Drive, for future Pepper/Linden Avenue, with
estimated cost of $1,500 charged to Account No. 250-670-57477.

STAFF REPORT
Pepper/Linden Avenue is shown on the Circulation Element
of our General Plan as a major arterial. The right-of-way has
been granted by adjoining developments between Cajon Boulevard
and Kendall Drive.
Plans have been submitted for a development on the 100' X
700' (t) parcel on the north side of Kendall Drive, which is on
Pepper/Linden alignment. Development of this parcel will sig-
nificantly increase the acquisition price. The owner has
indicated a willingness to discuss selling this parcel, in lieu
of proceeding with the proposed development. Also, to payment
of the purchase price over three years.
The area of the parcel in question is 1.47 acres, with an
expected price of about $300,000. However, the actual value
will need to be based upon an appraisal of the property.
A large housing development, Paradise Hills, has been
proposed for the area north of San Bernardino State University.
This subdivision will result in additional traffic on the
streets in the vicinity. Therefore, we expect that Paradise
Hills will be conditioned to pay their II fair share II of the cost
for the improvement of Pepper/Linden Avenue, from Kendall Drive
to Northpark Boulevard. The balance of the alignment for
Pepper/Linden Avenue, from Kendall Drive to Northpark Boulevard,
is across City Water Department property.
We recommend that authorization be given to have an
appraisal prepared on this parcel, in order that a value may be
determined and allow negotiations to be commenced.
URGENCY CLAUSE:
Approval to obtain an appraisal is needed at the Council meeting
of 3-16-92, since plans for the development have been submitted.
