In late January, the majority of the previously approved convention
center roof/deck repairs were completed. The first series of heavy rains
proved that the deck and additional repairs were successfully designed
and implemented.
The next period of intense rainfall, in early February, brought forth and
illustrated unknown additional and unforeseen major storm drain
failures. The severity of the problems were such that staff took the
initiative to implement immediate emergency remediation actions. These
emergency measures were necessary to limit the consequent future damage
to the Convention Center.
The following narrative is an effort to define the facilities problem and
illustrate the remedial action.
I.
Drain ScuDDer Fixture
Installed within the paved deck area is a feature known as a drain
scupper (see Exhibit A). This fixture consists of a drain grate and body
that directs the water from the surfacing deck into the storm drain
system. With the successful sealing of the decks, all of the water was
now properly directed through these fixtures to the storm drains. This
situation now tested this component of the drain system, Which previously
was neither suspect nor subsequently analyzed.
The result of these rains proved that the sealed transition between the
scupper body and the black iron storm drain pipe, in most instances, has
failed. In some situations, the failure is caused by deterioration of
the welded flange joints by rust. In other examples, continued seismic
movement has simply separated the two components. Consequently, a
portion of the water entering the storm drain now migrates through the
physically fractured connection, and eventually finds its way through the
concrete deck into the convention center below.
Staff and the Contractor of record have designed and installed in all
drain features a corrective measure as detailed in Exhibit A.

II. Grass Planter Area Drain Svstem
The preliminary research indicated that the grass planter area had a
passive "Grecian" drain system that daylighted onto the deck plaza. The
corrective measures designed and installed proved to be marginally
effective. The intensity of the second rain storm overburdened the
system resulting in continual leaking and damage to the Convention Center
below.

In an effort to thoroughly define the drainage problem, staff initiated
the complete excavation of the existing "Grecian" drain. The following
specifics of our discoveries:
The passive "Grecian" drain is actually a component of and connected
at four (4) locations to the building's storm drain system.
All four (4) drain locations are inoperable because of gravel, soil
and debris which has accumulated in the piping.
Previous work in the planter area resulted in the "Burying" and
abandonment of two (2) drain inlet scuppers. This resulted in its
eventual blockage and failure.
Previous careless excavation of the planter resulted in the collapse
and failure of the perforated pipe and gravel bed within the
"Grecian" drain.
5. As a result of the "Grecian" drain failure, the three (3) remaining
subterranean planter drains have become permanently inoperable.
The result of the above failures have been historically obvious. When it
rains (or irrigates for long periods of time), the planter becomes
saturated with water, "pressurizes" itself and, finally, drains through
any crevice it may find. In addition, there are strong indications that
all of the subterranean drains and roof penetrations have failed just as
the previously mentioned deck scuppers.
Because of the severity and extent of the damage to the drain system,
staff has directed the existing contractor to rebuild the existing
"grecian" drain, dismantle and repair the existing subterranean storm
drain and seal all four (4) roof penetrations. Without this immediate
corrective action, the building will be vulnerable to extensive water
damage, which will most certainly be expensive.

Staff has directed this work to be completed by the original contractor,
on a time and materials basis, as a change order to the original
contract. Staff, on a daily basis, managed the design and construction
of all remedial action in an effort to limit our exposure and contain the
costs. The actual cost of the corrective actions taken has been
calculated to be $8,500.
Staff recommends adoption of the form motion.
