PROPOSAL: THAT A PUBLIC FORUM BE HELD TO EXPLAIN IN LAYMAN'S
TERMS THE PROPOSED AMENDMENTS TO THE CITY CHARTER
IN THE JUNE 2,1992 SPECIAL MUNICIPAL ELECTION WHICH
WILL BE CONSOLIDATED WITH THE PRIMARY ELECTION

SUGGESTIONS FORUM PROCEDURES
Obtain a copy of the proposed charter amendments as sent
to the San Bernardino County Board of Supervisors by the
City Clerk.
Request the SUN continue to publish articles on the election
and the Charter Amendments.
Ask the SUN if they will publish a copy of the Charter amendments
as sent to the SBCBS by the City Clerk.
Since there has been no public input up to this point a Public
Forum should be held early. In February or the first week in
March.

SET RULES FOR CONDUCTING THE FORUM:
The committee makes presentations on Charter Amendments
Questions and answer period follows presentation
Time limit set for questions and committee responses
Members of committee wishing to speak address the Chairman
Members of the public wishing to speak address the "
Chairman will answer the question or direct questions to members
The intent of the forum is to inform the public on what changes
will be made in the City Charter if the proposed amendments pass
and how they will effect the governing of the city in the future.
This forum is not a time to discuss Pro's and Con's
At the forum there should be no discussion of any personalities,
or their positions. There should be no accusations made.
If the Chairman deems a question inappropriate he will so state
and the Chairman or committee will not respond.

Some Suggestions for presentation:
Explain the difference between City Manager and Mayor , Common
Council
Use a large screen and show current charter sections along side
proposed amendments.
What process a charter goes through when amendments are made.
How these amendments will change Supervision and authority
Who can make amendments and how many can they make.
SOME FACTS:
Our current charter shows 35 date of elections for amending
the Charter the first date being 1908 the last 1979.

PUBLIC HEARING ON PRESENTATION OF PROPOSED MAP SHOWING
CHANGES IN COUNCIL WARD BOUNDARIES AS A RESULT OF 1990
CENSUS AND REQUEST THAT CITY COUNCIL APPROVE PROPOSED
CHANGES AND DIRECT THE CITY ATTORNEY TO PREPARE
ORDINANCE AMENDING EXISTING COUNCIL WARD BOUNDARIES

Pursuant to the direction given at the February 3, 1992 meeting
of the Mayor and Council, two meetings have been held with
representatives of the Westside Action Group and staff also met
on Monday, February 10. As a result of those meetings, we submit
the attached Exhibit "A" entitled "Proposed Ward Districts" (2-
17-92). The most significant change to the map presented at the
February 3 meeting is that the southern boundary of the 6th Ward
has been squared off so that most of the bench area is proposed
to be in the Sixth Ward. As a result, boundary changes were also
made in the 1st and 3rd Wards. All boundaries proposed to be
changed are clearly circled on Exhibit "A". Exhibit "B" entitled
"Original Ward Districts" provides you with the ward boundaries
as they currentlv exist and also clearly identifies the areas
proposed to be changed.
Exhibit "C" provides ethnic breakdown by ward as presented in the
map identified as Exhibit "A" of this report.
If you approve Exhibit "A", we request that you adopt form
motions one and two listed on the Request for Council Action.
