RESOLUTION NUMBER 88-332
RESOLUTION OF THE CITY OF SAN BERNARDINO REQUESTING THE
STATE DEPARTMENT OF GENERAL SERVICES TO LEASE SPACE TO HIGHLAND
DISTRICT COUNCIL ON AGING, INC., ALLOWING THE USE OF SPACE BY
PATTON TO SERVE IN LIEU OF CASH PAYMENTS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
Recitals.
The Highland District Council on Aging, Inc., (Highland)
currently leases space located within the boundaries of Patton
State Hospital (Patton) from the State of California. Highland
leases such space for purposes of providing a comprehensive range
of services to senior citizens of the City and County of San
Bernardino, as evidenced by Highland's excellent performance in
the senior nutrition program. Highland has expended $160,000 of
its own funds to renovate the lease space at no cost to the

State.
Highland currently pays approximately $157.00 per month
16 for the cost of various utilities. Highland currently coordinates
17 with officials from Patton State Hospital and permits the
18 occasional use by Patton of the lease space improved and occupied
19 by Highland.
20 Implementation.
21 The Mayor and Common Council of the City of San Bernardino
22 hereby request from the Director of General Services of the state
23 of California that the lease agreement currently being negotiated
24 between Highland and the State provide that the use of the ,
25 Highland lease space by Patton be accepted in-lieu of cash
26 payment for any increases in the rent of such lease space. The
27 Mayor and Common Council request that the State accept the use of

the space by Patton as in-lieu payments by Highland to the state.
The Mayor and Common Council further request that the state
consider the improvements made by Highland to state-owned
property at no expense to the state as additional credit against
the proposed increase in the rent of the lease space to a fair
market rental rate.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the city of San
Bernardino at a reqular
