DescriPtion) Finance: Council Notes: 75-0262 Agenda Item No . 3 'I _ .L CITY OF SAN BI!~RDINO - RI!QUI!ST~OR COUNCIL ACTION \......./ " STAFF REPORT A reorganization of the Telecommunications Division has been proposed which involves reclassifying the position of Director of Telecommunications to Cable Television Manager and transferring the communications maintenance function to the Fire Department. Two positions of Electronic Technician will be transferred to the Fire Department as a result of this change. The reasons for the reorganization include: 1. The Telecommunications Division was originally established to implement and manage the City's cable franchise agreements, a community access channel and a prOduction facility. The responsibility of managing the Communications Maintenance Shop was added to the division in October 1990. Communications maintenance involves repair and maintenance of all types of radios, primarily for public safety and troubleshooting communication backbone microwave/radio equipment. 2. With the resignation of the Director of Telecommunications, an evaluation of the appropriateness of communications maintenance in the Telecommunications Division was undertaken. Based on this evaluation, it was determined that communications maintenance could operate as efficiently as a division of the, Fire Department. Since the Communications Maintenance Shop is located adj acent to the Fire Department's garage facility, supervision could be absorbed by Fire personnel currently overseeing the garage. In addition, since the major focus of the Communications Shop is the repair of public safety equipment, scheduling needs could be better prioritized. Transferring the supervisory responsibility would also permit the Telecommunications Technical Coordinator, who is overseeing the Communications Maintenance Shop, to allocate more time to the repair and maintenance of CATV equipment, a primary function of the position. The Communications Shop staffing since October 1990 has been reduced from 4 positions to 2 positions. One of the existing Electronic Technicians plans to retire January 1991. " 1 75-0264 ~ - o o with the retirement of the individual, an evaluation of contractinq out certain responsibilities of the division will be undertaken with the qoal of achievinq additional budqet savinqs. 3. with the transfer of the Communications Shop and the proposed reclassification, the City can focus on recruitinq for a hiqh quality Cable TV Manaqer to concentrate on manaqinq and enhancinq the level of proqramminq on Channel 3. 4. with the reclassification of the Director position, the monthly salary' would decrease from Ranqe 4468, $5, 564/mo. to Ranqe 4439, $4, 814/mo. The annual savinqs is estimated at approximately $12,000 for salary and frinqe benefits. The attached revised job description describes the duties to be performed by the Cable TV Manaqer (Attachment A). Performs related work as required. REPRESENTATIVE DUTIES Provides excellent customer service. Maintains positive attitude toward City's management philosophy, and promotes same through cooperative interaction with staff and other City departments. Plans, organizes and directs the daily operations of the Cable Television Division: directs Public, Education and Government (P.E.G.) access proqramming: monitors the performance of local operators: prepares agenda items for Common Council and Cable Television Commission meetings: investigates citizen and subscriber complaints: develops and implements access programming on (P.E.G.) channels for the City: assists the City, local organizations, educational institutions, groups or individuals who desire to produce programming for city (P.E.G.) channels: develops training workshops on the use of production facility and equipment: supervises production facility: insures community access: and, directs program scheduling on access channels. Directs and monitors the City-owned telephone systems: confers with user departments to assess telecommunication requirements, costs, services, and current technological developments: directs telephone billing both intercity and for related common carriers: researches and plans long range City telecommunications requirements and advises Mayor and City Administrator. Prepares division budgets and receives bids and contractual prepares comprehensive reports recommendations to the Mayor and maintains budgetary controls: agreements: maintains records: and correspondence: and, makes Common Council. , supe~ises assigned personnel: participates in staff training and development, performance evaluations, counseling and discipline. MINIMUM OUALIFICATIONS Bachelor's degree in business administration, communications, or closely related field, and 3 years of experience in cable television management, or a related area. possession of a valid Class "C" California Driver's License. o o GENERAL OU~TJFICATIONS Knowledae of:. . ORGANIZATIONAL RELATIONSHIPS The Cable Television Manager is a Division Head in the city Administrator's Department, and reports to the Assistant city Administrator.
