Specifically, the discussion involved the procurement by staff of goods and services up to a maximum of $25,000 without prior Commission approval. After some discussion, the matter was referred to the Commission's Redevelopment Committee for a more detailed review and analysis. On February 20, 1989, the Commission approved the Agency's procurement policies and procedures which included the authority for staff to procure goods and services up to a maximum of $25,000 without seeking prior Commission approval. Questions have arisen with respect to the manner in which the policy has been implemented by staff and the projects the costs incurred were allocated to. At the November 21, 1991 Redevelopment Committee meeting, the discussion centered around a reduction in the Agency's purchasing authority as a means to curtailing the ability of staff to pfocure goods and services without prior Commission knowledge. As indicated in the staff report to the Redevelopment Committee, " The fundamental issue and points of concern appear to be about confidence and communication, not budget approval limi tations". After lengthy discussion the Committee voted to keep the existing policy in place and instructed staff to establish certain reporting mechanisms to the Commission. More specifically, staff will include in the Agency's monthly status report information summarizing all project-specific one-time expenditures in excess of $10,000. The report will also provide information in connection with the projects the costs are allocated to and how these projects relate to the approved agency budget. In this way, individual Commission members or a Commission Committee can request additional information or request that the item be placed on the next regularly scheduled Commission agenda. Based upon the foregoing, staff recommends adoption of the form motion. J.
