Recommended motion:
That the City Engineer and City Clerk are authorized to proceed with initiating
proceedings for the expansion of scope of Assessment District No. 952, (State College
Area Landscape Maintenance District) under the provisions of Chapter 12.90.060 of the
San Bernardino Municipal Code and Section 3113 of the Streets and Highways Code of the
State of California and creating a sub-zone to be assessed for the pertinent costs.

STAFF REPORT
A petition has been received by this office requesting the formation of an assessment
district for the maintenance of landscaping along Sun Valley Drive within Tentative
Tract No. 14388 along with small portions of 48th Street and Northpark Boulevard.
This proposed subdivision presently lies within the boundaries of Zone 2 of the State
College Landscape Maintenance Assessment District (AD 952) which will assume the costs
of the landscaping proposed to be installed within 48th Street and Northpark
Boulevard. However, the scope of the District does not provide for landscape
maintenance along Sun Valley Drive as it is not a major street.
The lots in this tentative tract back up to Sun Valley Drive and the developer is
being required to landscape along the street and have the area maintained through an
Assessment District. As the tentative tract will receive the direct benefit from this
landscaping which does not necessarily apply to the rest of Zone 2, it is necessary to
create a sub-zone within Zone 2 to be assessed to cover the cost of such maintenance.
As the tentative tract lies within the boundaries of Zone 2 of Assessment District No.
952 which is already established for the same purposes, it is the purpose of this
action to amend the scope of District No. 952 to include the additional maintenance
and to create the pertinent sub-zone accordingly.
The signatures affixed to the referenced petition have been checked and found to
represent the owners of 100 percent of the area of the property lying within the
proposed amended area liable to be assessed for the proposed maintenance.
The developer will be required to up-front the cost of the proceedings for the
amendment of scope of the District.
