9/80 Work Plan
November 21, 1991
In 1990, the South Coast Air Quality Management District passed
Requlation XV which outlines a comprehensive plan to decrease
traffic congestion and improve air quality in the Southern
California area. One component of Requlation XV is that employers
of more than 100 persons must develop a Rideshare Plan that reduces
the number of daily vehicle trips to the job site. For the 1,013
City of San Bernardino employees, we must reduce the number of
vehicles arriving at City Hall and the Police Department by 186
vehicles per day.
The City has had a number of rideshare incentives in place since
our Rideshare Plan was developed (see attachment A). However,
even with these incentives, we only have an average of 70 employees
per month participating in the rideshare proqram. Since the city
is far from meeting its rideshare goals, AQMD may take action
against us for non~compliance. Both the Cities of Ontario and
Costa Mesa have been cited for non-compliance and are facing
possible financial sanctions of up to $50,000 unless measures are
quickly taken to bring them into compliance. ontario, for example,
has negotiated to implement a 4/10 work schedule immediately in
exchange for a lesser fine.
One way to reduce vehicle trips is to implement a flexible work
schedule such as a 9/80 or 4/10 schedule. A 9/80 schedule is when
employees work an 80 hour week in nine days rather than ten. They
then get the tenth day off. Departments would schedule employees
on variable days off so City services would still be operational
five days per week. A 4/10 schedule is when employees work a 40
hour week in four days, rather than five, and get the fifth day
off. with this option, City Hall would be closed on Fridays.
Either plan would decrease our rideshare goals by the following:

If a 9/80 is implemented, 94 fewer City employees would have to
rideshare. If a 4/10 is implemented, 186 fewer employees would
have to rideshare each day.

It is recommended that the Mayor and Common Council consider
implementing a 9/80 schedule rather than a 4/10 for the following
reasons:
* It could be implemented without closing city Hall, while
impacting Departmental operations the least.
* Employees who have childcare or transportation problems
could continue to work a regular 40 hour week since City
Hall would continue to be open every day.
* Service to the public would not be affected and could
even be augmented if City Hall hours were increased.
There is a cost savings in implementing a 4/10 schedule since city
Hall would be closed one day per week. Annual building operations
cost would result in $23,212 savings. There may be other savings in
sick leave usage and overtime, however, we cannot verify actual
savings without program implementation.
If approved, the city would have to meet and confer with the unions
to establish this alternative schedule.

INCENTIVE: preferential parking
Description of incentive program: Up to fifty parking spots in the
City Hall parking structure and twenty parking spots at the city
Yard will be designated for car/van pools only. More spots will be
allocated if the need arises.
INCENTIVE: Extra Paid Day Off Each Year
Description of incentive program: All employees in the trip
reduction program (car/van poolers, walkers, bicyclists, bus
riders) who have participated a minimum of 60% of the work days in
a fiscal year will be granted an extra paid day off.
INCENTIVE: Quarterly Drawings for Prize.
Description of incentive program: All employees in the trip
reduction program (car/van poolers, walkers, bicyclists, bus
riders) who have participated a minimum of 60% of the work days per
quarter, will be eligible to participate in drawings for prizes.
city will provide up to $500 per quarter for a Grand Prize.
Participants will also be eligible for any prizes donated by
supporting businesses.
INCENTIVE: .alker Subsidy
Description of incentive program: The City will provide employees
who walk to work $50 per year for purchase of walking shoes.
INCENTIVE: Bus Pass Subsidy
Description of incentive program: The City will
employees who ride busses by discounting monthly bus
$15.00.

Description of incentive program: Department heads will be granted
authority to allow participants in the ride reduction program to
adjust their work hours to better suit their transportation
schedules.

Description of incentive program: The city will subsidize van
pools for employees by offering vouchers redeemable for $15.00 per
month per van pool rider/driver.

Description of incentive program: The city will provide employees
who bicycle to work the use of unclaimed bicycles impounded by the
police Department.
I:HCBRTI:VB: Carpool Subsidy
Description of incentive program: city employees authorized to
drive a City car to and from work will be strongly encouraged to
take other City employees with them at no cost to the riders.
I:HCBRTI:VB: Guaranteed Emergency Ride Rome
Description of incentive program: The City car pool fleet will be
available to take employees participating in the ride reduction
program home in cases of bona fide emergencies.
