STAFF REPORT
The Chino Basin Municipal Water District is taking an important
first step in solving regional sewage sludge disposal and
groundwater problems. They are seeking to incorporate dairy
manure, another disposal problem, into an environmentally sound
sludge composting facility in Chino. Please see the attached
project description.
The permitting process for solid waste management facilities
requires project approval by fifty percent of cities within the
county. The San Bernardino Municipal Water Department staff and
the San Bernardino Public Services Department staff both recommend
the City of San Bernardino adopt the proposed resolution in support
of the project as an important environmental measure.

In response to your memorandUlll dated October 4, 1991, I have
reviewed Chino Basin Municipal Water District's permit application
for the project referenced hereinabove. Additionally, I have met
with Chino Basin's General Manaqer, Thomas Homan, to discuss the
project.
I believe the project is essential to help resolve disposal issues
of dairy wastes and municipal sludqe within their service area.
The project will help reduce the potential of disposal of aunicipal
sewaqe sludqe in landfills and help alleviate the disposal problems
of dairy wastes. Dairy wastes have contributec1 to siqnificant
nitrate problems in Chino Basin's qroundwater supply.
I would urqe the City of San Bernardino to adopt a resolution to
support the site of the project.

CHINO BASIN MWD CQ-COMPOSTING PROJECT
PROJECT DESCRIPTION
Purpose
The purpose of the Chino Basin ManurelSludge Cc>composting Project is to provide
a reliable, environmenta1ly acceptable and economically fea5lble facility for processing
and disposing of surplus dairy manure and municipal wastewater sludge.
Background .
Historically, da'iry manure and municipal sludges have been applied to land, composted
or stockpiled in the service area. As residential and commercial development has
increased and agricultural activities have decreased, there bas been less land available
for application of either sludge or manure. Both the Chino Basin Municipal Water
District (CBMWD) and the dairies overlying the Chino groundwater basin need a
reliable and economical method of disposing of surplus sludge and manure,
respectively, without impacting water supplies. The groundwaters underlying the
agricultural preserve of the Chino Basin have increased dramatically in total dissolved
solids (TDS) and nitrate since 1950. Over large areas of the agricultural preserve,
nitrate concentrations in groundwaters now exceed the EPA drinking water standard
of 45 mg/L. It is estimated that 85% of the increase in salt loading of groundwaters
underlying the 19,300 acres of agricultural land is from dairy operations. The need to
remove accumulations of dairy manure from the agricultural preserve is critical to the
protection of the Chino Basin groundwater resource from increasing TDS and nitrate
loadings.
There are approximately 300 dairies overlying the Chino groundwater basin. They
contain almost 300,000 animals which produce 460,000 dry tons of manure per year.
This equates to about 500 cubic yards per day. If the manure is corral dry at 65
percent solids (35% moisture), the wet weight would be almost 2,000 wet tons per day.
The moisture content of the manure is dependent upon weather conditions and the

length of time that it has remained in the corrals. Some of the manure is currently
being composted or applied to land in the area. Some is being bagged and distributed
to commercial markets. The remainder is being accumulated in pastures or in
stockpiles at dairies. It has been estimated by the Regional Water Quality Control
Board that about 53% of the manure is accumulating in the basin. That means there
may be a need to dispose of about 1,000 wet tons per day at the proposed project The
actual quantities will not be established until the facility is in operation. The facility is
being permitted by the County for a maximum capacity of 1,100 wet tons of manure
per day, which would equate to about 400,000 wet tons per year. However, the actual
amounts coming to the project are expected to be nearer 200,000 wet tons per year.
The manure will be hauled to the site by commercial manure haulers. The sources and
quantities to be delivered each day will be regulated by scheduling with the site
operator.
CBMWD operates two wastewater treatment facilities which produce about 150 wet
tons of digested and stabilized municipal sludge per day, or about 55,000 wet tons per
year. The sludge is classified as non-hazardous. It will be delivered to the site in
covered trucks after being dewatered to about 15 to 20 percent solids by belt presses.
The co-com.posting facility will provide a safe and reliable method for disposing of
CBMWD's sludge while improving the quality of the compost produced from the
manure.
Features 01 Proposed Project
The CBMWD Co-composting Project will be conducted on a 100 acre site which
extends from Cbino-Corona Road on the south to Pine Avenue on the north as shown
in the attached location maps (Figures 3-1 and 3-3). The site is just to the east of the
California Institution for Woman (CIW). Except for CIW, the site is surrounded by
dairies.
As shown in attached Figure 3-4, compostingwill be conducted on the southern 80 acre
portion of the site. About 65 acres will be treated with soil cement to form an
impervious surface about 10 inches thick under the composting areas. About half of
the area will be used to compost manure and sludge together in a 12 to 1 ratio based
on dry weight The other half will be used to compost manure without sludge because
there is not enough sludge available to mix with all of the manure. The soil cement on
the eastern half will be covered by a wearing surface of asphaltic concrete where the
manure and sludge will be composted. The soil cement on the western half will be
covered with a wearing surface of decomposed granite where the manure will be

composted without sludge.
The perimeter of the site will be protected by a 4 foot high earthen berm, eight feet
wide at the top. The berm will be topped by a 6 foot tall chain link fence which will
support vines for screening. In addition there will be pepper trees at 2S foot intervals
along the top of the berm with shrubs at 4 feet on center between them. The
combination of the berm, fence, trees and shrubs will provide a visual barrier and wind
break around the site. .
The entire compost area will slope from north to south where a 42 acre-feet capacity
rainwater detention pond will be located The pond is designed to capture any runoff
which will occur during winter rains. The water in the pond will be monitored and
treated by the West Valley Vector Control Agency to prevent the breeding of
mosquitoes. The water will be used to maintain moisture concentrations in the
composting windrows. The pond should be totally empty by early summer and remain
that way until the next winter's rains. Except for a small well which will supply drinking
water for the site staff, there will be no need to use groundwater for the project All
process and irrigation water not obtained from the rainwater detention pond will come
from the reclaimed water line in Pine Avenue.
On the northern 20 acres, there will be a scale facility for weighing loads received at
the site, a laboratory for checking moisture content, offices and maintenance facilities
for the equipment
Compostlng Operations
Composting is a process in which organic materials are maintained in optimum relation
to moisture and air so that friendly soil bacteria will decompose the organic matter and
produce a rich humus useful as a fertilizer and soil amendment For this project, the
composting will be conducted in windrows aligned in the north to south direction to
facilitate drainage of rainwater to the pond The windrows will be up to 6 feet tall and
14 to 18 feet wide at the base. As sludge and manure is brought to the site and
dumped in the appropriate locations, front end loaders will be used to mix the
materials and form the windrows. Water wagons will be used to supply the moisture
needed to bring the mixture to about 40% solids. Self-propelled composting machines
will be used to mix and aerate the windrows. Initially mixing will occur daily. As the
bacteria multiply and oxidize the organic matter, they will raise the temperature of the
materials in the windrow and tend to dry it out Additional water must be added and
the temperature monitored to maintain optimum conditions. As the com posting

progresses, the rate of mixing will be reduced to assure that temperatures greater than
550 C are maintained for a minimum of 15 days. As solids are decomposed and the
volume of the windrow reduces, two or more windrows will be recombined into a larger
windrow to maintain a large cross section and the favorable volume to surface area
ratio essential to good pathogen destruction.
According to EP A regulations, anaerobic digestion is defined as a Process to
Significantly Reduce Pathogens (psRP) in municipal sludge, and windrow composting,
when conducted to attain temperatures of 550 C or greater for at least 15 days, is
defined as a Process to Further Reduce Pathogens (PFRP). Sludges composted in this
manner are considered to be disinfected. Procedures are further spelled out in the
California Department of Health Services (OOHS) manual on the subject The
composting operation will be conducted in accordance with EP A and DOHS guidelines
and regulations.
By the end of the first 30 days, the compost will be disinfected and most of the
stabilization will be completed. To achieve the desired product characteristics and
assure complete stabilization, composting will continue either in windrows or in curing
stockpiles for another four to six weeks. Stockpiles will be sized and located in
compliance with the provisions of Article 8 of the County's Environmental Health
Code.
After 8 to 10 weeks of composting, the composted product will be loaded with front
end loaders into trucks for transport out of the area. The trucks will be covered to
prevent loss of product during its conveyance to the San Joaquin or Imperial Valleys
for use in agriculture.
Permits
The processing facility must be designed and operated in compliance with all applicable
local, state and federal regulations. The County of San Bernardino has issued a
conditional use permit (CUP) and the Regional Water Quality Control Board has
issued a Facility Permit for the project An application has been submitted to the
County for a State Solid Waste Facilities Permit Permits for site-specific mechanical
equipment will be obtained from the South Coast Air Quality Management District
(SCAQMD). Operation of the facility cannot commence until all required permits
have been issued and permit conditions complied with.

Maaagement
CBMWD is the owner and manager of the projecL However, CBMWD has contracted
with a private company to function as the site operator and take full responsibility for
the design and operation of the composting facility and for the marketing or disposal
of the producL The initial contract will be for a period of 5 years, with provision for
multiple 5-year exiensions.
Summary
The proposed CBMWD Co-composting Facility will provide an essential unit of the
County's solid waste management program. By providing an outlet for up to 1,100 tons
per day of manure and 150 tons per day of sludge, the project will reduce loads on
alternative solid waste disposal facilities and protect the Chino Groundwater Basin
from the impacts of nitrates and salts. The environmental analysis has been extensive
and supports a finding that the project should be implemented as proposed, because
the environm~tal benefits of the project are substantial and important to the residents
of.the County.

Assembly Bill 2296 and the Public Resources Code (PRC) section
50000.0 provides that the establish:lent of a new or expanded
solid waste facility be determined by -zeview and approval of the
Board of Supervisors, and a majority vote of the majority of the
cities within the County having a majority of the incorporated
population.
The Department of Environmental Health Services has been designated
to implement the siting process. In accordance with PRC 150000.0,
the following procedure has been developed to help guide you
through the site approval/disapproval process. In addition, a
sample resolution is enclosed for your convenience.
APPROVAL
Within 90 davs from the date the project identification
and description has been submitted to each City, the
City must review and approve/disapprove the site, as
identified.

ed by resolution of the Board of Supervisors, and by the majority
of the cities within the County having a majority of the incor-
porated population; and

proposed site identification and description unless it deter-
mines, based upon substantial evidence in the record, that there

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO APPROVING THE SITING OF THE CHINO BASIN MUNICIPAL
WATER DISTRICT MANUREISLUDGE CO-COMPOSTING PROJECT.
WHEREAS, residential and commercial development has
increased, agricultural activities have decreased, and less land
has been available for application of sludge and manure:
WHEREAS, both the Chino Basin Municipal Water District
(CBMWD) and the dairies overlying the Chino groundwater basin need
a reliable and economical method of disposing of surplus sludge
and manure without negatively impacting water supplies:
WHEREAS, the CBMWD has completed a Solid Waste Facilities
Permit application for establishment of the Chino Basin MWD
ManurelSludge Co-Composting Project:
WHEREAS, Assembly Bill 2296 and Public Resources Code 550000
provides that the establishment of a new or expanded solid waster
16 facility be determined by a concurrence of the Board of
17 Supervisors, and a majority vote of the majority of the Cities
18 within the County having a majority of the incorporated
19 population:
20 NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common
21 Council of the City of San Bernardino do hereby approve by
22 resolution the Chino Basin ManurelSludge Co-Composting Project.
