This City-initiated application is to change the General Plan land
use designation from CN, commercial Neighborhood to CG-1,
Commercial General on a 0.6 acre site (see Exhibit A of the Initial
Study). The site is located on the southeast corner of Del Rosa
Avenue and Eureka Street.
BACKGROUND
During the hearing process for the adoption of the General Plan on
June 2, 1991, a designation of CN was assigned to the site.
ANALYSIS
The site lies adjacent to an established residential neighborhood
and is located at the intersection of a major arterial (Del Rosa
Avenue) and a secondary arterial (Eureka street). The CG-1
designation could slightly increase the traffic at the site but it
would be within the capabilities of the circulation system.
The site is developed with a 6-unit commercial center. It is the
intent of the General Plan to locate general commercial types of
operations along transportation corridors and at major
intersections. The site fits this condition and it will allow for
more uses that are slightly more intense than the CN designation
but will be limited by site size and by the present development as
long as it remains. Future development will also be limited by
site size and configuration.
The surrounding land use designations are residential, both multi-
family and single-family. The property at the northwest corner of
the intersection is designated CN. The CG-1 designation is
consistent with the intent of the General Plan and is compatible
with the surrounding land uses.
BNVIRONMENTAL
The Environmental Review Committee reviewed the applicant's
proposal and the Initial Study on October 3, 1991 and proposed a
Negative Declaration.

The Planning commission unanimously recommended adoption of the
Negative Declaration and approval of General Plan Amendment No. 91-
15 at a noticed public hearing on November 6, 1991.
MAYOR AND COMMON COUNCIL OPTIONS
1. The Mayor and Common Council may adopt the Negative
Declaration and approve General Plan Amendment No. 91-
15 based on the Findings in the resolution.
2. The Mayor and Common Council may deny General Plan
Amendment No. 91-15.
RECOMMENDATIONS

This is a City-initiated General Plan amendment to change the land
use designation from CN, Commercial Neighborhood to CG-l,
Commercial General on a parcel of land on the southeast corner of
Del Rosa Avenue and Eureka street.
AREA CHARACTERISTICS
The amendment site consists of a developed parcel of land of
approximately 0.6 acres. A 6-unit strip commercial development is
presently on the site which includes parking and landscaping.
There is an apartment complex to the east of the site, vacant land
to the south, a flood control channel parallelling Del Rosa Avenue
to the west, and Eureka street to the north.
CALIFORNIA BWIRORMBIlTAL OOALITY ACT (CEOA) STATOS
The General Plan amendment is subject to CEQA. The Environmental
Review Committee reviewed the proposal and the Initial study
(Attachment A) on October 3, 1991 and determined that the proposed
amendment would not have an adverse impact on the environment and
recommended a Negative Declaration. There was a public review
period from October 10, 1991 through October 30, 1991 to review
the Initial study.

The CN designation provides for the continued use, expansion, and
new development of small scale, low-intensity commercial uses which
serve and are in proximity to residential neighborhoods (General
Plan Objective 1.26). It permits neighborhood-serving commercial
uses such as small grocery stores, shoe repair, florists and
similar uses (General Plan Policy 1.26.10). The CG-1 designation
permits a diversity of community-serving retail and service uses,
entertainment uses, and professional and financial offices (General
Plan Policy 1.19.10).
The Commercial General type of use is associated with
transportation corridors and high-volume intersections. The
intensity of use is normally greater in the CG-1 areas than in
those designated for CN. The amendment site contains a small strip
commercial center which is suited for the higher intensity use.
The site's location on a major arterial and at a major intersection
is suited for CG-1 uses.
Land Use
The land use designation adjoining the site to the east and south
is RM, Residential Medium. The west side of Del Rosa Avenue is
also designated RM and the property contains a church with sc~ool.
The permitted density is 12 dwelling units per acre. The land on
the northwest corner of Del Rosa Avenue and Eureka street is
designated Commercial Neighborhood. The r_aining area within the
general location of the site is designated RS, Residential Suburban
which is single-family in character. This designation permits a
density of 4.5 dwelling units per acre.
The site lies within a long-established residential neighborhood
and is at the intersection of a major arterial and a secondary
arterial. General Plan Policy 1.26.30 requires that the CN areas
be designed to reflect and be compatible with the character of a
lOW-density residential neighborhood. However, Policy 1.19.30,
which applies to the CG-1 area, is in place to ensure a community-
oriented environment and it is augmented by other General Plan
policies along with Development Code design guidelines to safeguard
the integrity of the neighborhood. The site size and location is
consistent with the intent of the General Plan for a CG-1
designation.
The redesignation of 0.6 acres from CN to CG-1 will minimally
impact the balance of land uses within the city.

circulation
The site is already developed and the issue of circulation impacts
will only be a factor upon future redevelopment. Del Rosa Avenue
is a major arterial handlinq a present level of 16,000 averaqe
daily trips (ACTs) and Eureka street is a secondary arterial
carryinq a current level of 7,000 ACTs. Presently inqressjeqress
is from both streets. A CG-l desiqnation could potentially
increase the ACTs by 1,000 on Del Rosa Avenue and 400 on Eureka
street which is within the capabilities of the system as per the
city Traffic Enqineer.
CONCLUSIONS
The site is developed commercially with a 6-unit strip center and
the uses permitted under the CG-l desiqnation could be incorporated
into the center without impacts to the surroundinq area.
The amendment site is established in the neiqhborhood and the
amendment proposal will not chanqe the status of the site other
than allow uses that could make it more economically viable.
I'INDINGS
The proposed amendment is consistent with the qoals, objectives and
policies of the General Plan in that a CG-1 desiqnation is
appropriate due to its location on a major arterial and at a major
intersection.
The amendment will not be detrimental to the public interest,
health, safety, convenience, or welfare of the City as addressed
in the Initial study.
This amendment will minimally impact the balance of land uses
within the city.
The subject land is physically suitable for the CG-1, Commercial
General land use desiqnation and any anticipated future development
on it.

1.0 IBTRODUCTIOB
This Initial study is provided by the City of San Bernardino
for City-initiated General Plan Amendment No. 91-15 which
proposes to change the land use designation from CN,
Commercial Neighborhood to CG-1, Commercial General on a 0.6
acre site at the southeast corner of Del Rosa Avenue and
Eureka Street.
As stated in Section 15063 of the California Environmental
Quality Act quidelines, the purposes of an Initial Study are
to:
1. Provide the Lead Agency with information to use as the
basis for deciding whether to prepare an EIR or Negative
Declaration~
2. Enable an applicant or Lead Agency to modify a project,
mitigating adverse impacts before an EIR is prepared, tl~
enabling the project to qualify for Negative Declaration~
3. Assist the preparation of an EIR, if one is required, by~
(A) Focusing the EIR on the effects determined to
be significant,
(B) Identify the effects determined not to be
siqnificant, and
(C) Explaining the reasons for determining that
potentially significant effects would not be
significant.
4. Facilitate environmental assessment early in the design
of a project~
5. Provide documentation of the factual basis for the
finding in a Negative Declaration that a project will not have
a siqnificant effect on the environment~
6. Eliminate unnecessary EIRs~
7. Determine whether a previously prepared EIR could be used
with the project.

2.0 PROJECT DESCRIPTION
The proposed city-initiated amendment is to change the General
Plan Land Use Plan designation from CN, Commercial
Neighborhood to CG-l, Commercial General on a parcel
consisting of approximately 0.6 acres at the southeast corner
of Del Rosa Avenue and Eureka street (see Exhibit A).
2.1 AllBNDJIBJIT SITB AND SURROURDING ARBA CDRACTBRISTICS
The site is rectangular in shape and developed with a six-
unit commercial strip center with parking and landscaping.
The land to the north is developed with single-family
residential and to the east is a apartment project. The land
to the south of the site is vacant. There is a church with
a school across Del Rosa Ave. to the west. The northwest
corner of the intersection is designated CN and consists of
a variety of commercial activities.
There is a flood control channel paralleling Del Rosa Ave.
between it and the site. Access to the site is from Del Rosa
Ave. across the channel and from Eureka street on the north
side. Vehicle access to the apartments is along the south
side of the site.
3 . 0 DlVIROIlIlEllTAL ASSBSSJlENT
3.1 BnviroDmental Setting
The site is adjacent to a San Bernardino County Flood Control
District channel. It lies within the 500 year floodplain as
determined. by the Federal Emergency Management Administration
(FEMA). Del Rosa Ave. is a secondary arterial route and
Eureka st. is a local street. The area is within the city's
high wind hazard area.

not be impacted by the land use desiqnation chanqe. Any
future reuse will be reviewed for noise impacts at the
time of project review.

THE NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT AND
ADOPTING GENERAL PLAN AMENDMENT NO 91-15 TO THE GENERAL
PLAN OF THE CITY OF SAN BERNARDINO.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Recitals
(a) The General Plan for the City of San Bernardino
was adopted by the Mayor and Common Council by Resolution
No. 89-159 on June 2, 1989.
(b) General Plan Amendment No 91-15 to the General
Plan of the City of San Bernardino was considered by the
Planning Commission on November 6, 1991, after a noticed
public
hearing,

recommendation of approval has been considered by the
Mayor and Common Council.
(c) An Initial Study was prepared on September 16,
1991, and reviewed by the Environmental Review Committee
and the Planning Commission who both determined that
General Plan Amendment No. 91-15 would not have a
significant effect on the environment and therefore,
recommended that a Negative Declaration be adopted.
(d) The proposed Negative Declaration received a
21 day public review period from October 10, 1991 through
October 30, 1991 and all comments relative thereto have
been reviewed by the Planning Commission and the Mayor
and Common Council in compliance with the California
Environmental Quality Act (CEQA) and local regulations.

2 (e) The Mayor and Common Council held a noticed
3 public hearing and fully reviewed and considered proposed
4 General Plan Amendment No. 91-15 and the Planning
5 Division Staff Report on December 2, 1991.
6 (f) The adoption of General Plan Amendment No. 91-
7 15 is deemed in the interest of the orderly development
8 of the City and is consistent with the goals, objectives
9 and policies of the existing General Plan.
10 SECTION 2. Neaative Declaration
11 NOW, THEREFORE BE IT RESOLVED, FOUND AND DETERMINED
12 by the Mayor and Common Council that the proposed
13 amendment to the General Plan of the city of San
14 Bernardino will have no significant effect on the
15 environment, and the Negative Declaration heretofore
16 prepared by the Environmental Review Committee as to the
17 effect of this proposed amendment is hereby ratified,
18 affirmed and adopted.
19 SECTION 3. Findinas
20 BE IT FURTHER RESOLVED by the Mayor and Common
21 Council of the city of San Bernardino that:
22 A. The change of designation from CN, commercial
23 Neighborhood to CG-l, commercial General on 0.60
24 acres located on the southeast corner of Del Rosa
25 Avenue and Eureka Street for the proposed amendment
26 will change the land use map only and is not in
27 conflict with the goals, objectives and policies of

2 the General Plan.
3 B. The proposed amendment will not be detrimental to
4 the public interest, health, safety, convenience,
5 or welfare of the city.
6 C. All public services are available to the study area.
7 Any development permissible under the CG-1,
8 Commercial General designation proposed by this
9 amendment would not impact on such services.
10 D. The proposed amendment is to redesignate 0.60 acres
11 to CG-1, Commercial General. No housing stock will
12 be affected.
13 E. The amendment site is physically suitable for the
14 requested land use designation. Anticipated future
15 land use has been analyzed in the Initial study and
16 it has been determined that project specific
17 mitigation measures will be sufficient to eliminate
18 any environmental impacts.
19 SECTION 4. Amendment
20 BE IT FURTHER RESOLVED by the Mayor ilnd Common
21 Council that:
22 A. The Land Use Plan of the General Plan of the City
23 of San Bernardino is amended by changing
24 approximately 0.60 acres from CN, Commercial
25 Neighborhood to CG-1, commercial General. This
26 amendment is designated as General Plan Amendment
27 No. 91-15 and its location is outlined on the maps

entitled Attachment A, and is more specifically
described in the legal description entitled
Attachment B, copies of which are attached and
incorporated herein by reference.
B. General Plan Amendment No. 91-15 shall be effective
immediately upon adoption of this resolution.
SECTION 5. Man Notation
This resolution and the amendment affected by it
shall be noted on such appropriate General Plan maps as
have been previously adopted and approved by the Mayor
and Common council and which are on file in the office
of the city Clerk.
SECTION 6. Notice of Determination
The Planning Division is hereby directed to file a
Notice of Determination with the county Clerk of the
County of San Bernardino certifying the City's compliance
with CEQA in preparing the Negative Declaration.
