The attached report, dated November 5, 1991, quantifies in detail the above referencad concerna. Following is a brief summary of the analysia and recommendations. 1. Convention Center Roof Over the last eight (8) years, there has been an increaaing occurrence of water leakage and damage from the City Hall Plaza deck to the Convention Center below (Convention Center roof). In the spring of 1991, staff contracted with an engineering firm to provide an opinion of corrective action. Unfortunately, the proposed corrective measures addressed a worse-case scenario with an estimated cost of over $500,000. In light of the current fiscal restraints, staff in conjunction with the engineering staff of the Karako/Convention Center, proceeded to design alternative measures of remediation. The proposed corrective measures are explicitly detailed in Chapters I, II, III of the attached report. It is staff's and the Marako/Convention Center Enaineer's opinion that the remedial action, st a cost of approximately $41,000, would solve over 90S of the problem for a period of up to ten (10) years. 2. Planter... '..aft".eaDfftR aft" enaPd,...il Located at the south end of the City Hall Plaza, contiguous to the parking structure bridge, is an exlating paved planter. Upon staU's inspection it has been determined that the existing condition poses a serious public hazard (the details are addressed in Chapter III of the attached report). Staff proposes remedial action consiating of the removal of the existing concrete pavers, the installation of irrigation and landscaping, and the fabrication and installation of a guardrail. The estimated cost of these improvements is approximately $5,000. 3. ReDair of City Ball Water Feature Based upon the inspection of the City Hall Plaza area, staff has determined that the water feature is in serious need of maintenance and repair. RmIber: -5- ~....'" o o o o o DBVBLOPIID1' DBPhumaJ: SDFF RBPORr Convention Center ltoof/CiQ' Ball ltefurbishaeDt November 14, 1991 Page Bumber -2- In summary, the water feature suffers from a failure of its interior sealing membrane, an infestation of water beetles, a lack of water treatment, inadequate proper ongoing maintenance (which is increasing the deterioration of the structure and surrounding brick pavers), and has no energy manaaement features (the pumps run 24 hours a day). The detailed staff analysis and recommendations are in the summary of Chapter V in the attached report. Staff, therefore, concludes and recommends the repair and replacement . of the pond's innerseal membrane, installation of an automatic chlorinator and water filter and, installation of a time clock control for the circulation pump. The total estimated cost for the above proposal is approximately $20,500. The installation of the time clock on the circulation pump would produce an estimated savings of approximately $2,500 per year in electrical consumption. Staff further recommends the contracting of an outside service agreement for the monthly care of sald facility. This action would ensure the consistent and proper maintenance and warranties of the installation. Since recurring service payments are not eligible for Community Development Commission funding ~ costs fo such recommendations would become the fiscal responsibility of the City's Public Works Department. Maintenance costs, if ~, in connection with the implementation of items 1, 2 and 3 above would have to be borne by the City's Parks, Recreation and Community Services Department. The modification was the removal of the 1andscspe IIaterial in the planter and the installation of the interlockina concrete paver. Dur1na the time since this inatallation the pavlna IIateria1 has aubsided conaiderably. With the aubsidence of the inter10cltina concrete pavers, there is a serious "trip-and-fa11" hazard. The pa.,ina .ateria1s ha.,a dropped down from the ori,ina1 plater curb, crestina e "trip curb" that .,aries from one (1") to approzillate1y four (4") inches. In addition, the ori,ina1 desian did not anticipate a need for a ,uardrai1 between the plater area and the tiered platers transition to the ,ara,e. This area is extremely danaerous. Especially if there are any children which .~ p1~ in the area. In theory, they could be attracted towarda the step tiered planters and potentially fall down the planters fifteen (15') feet below to the bottom of the ,arage. This would prevent individuals froa steppina off and/or trippina into the existina condition where the pavers have auba1ded.
