This is the report of Ways & Means Committee. On November 13,
1991, about 20 minutes into the meeting, the Mayor began to
question the presence of Asst. Chief Wayne Harp and Lt. W.O. Smith.
The Mayor proceeded to allege that individual Councilmembers had no
right to be abusing the taxpayers by having a lot of "high brass"
at our meeting, especially since the items that were being
discussed had been gone over and over many times. He was making
reference, at that point, to the sale of animals issue.
We had two items only - the Officers were there on the second
item. I attempted to explain to the Mayor that the scheduling of
staff for the purpose of attendance at our Committee Meetings was
the responsibility of the city Administrator and not the
Councilmembers. The Mayor, refusing to hear what I had to say,
then ordered the Police Officers out of the meeting room. More
arguing ensued and disruptive behavior of the Mayor at this
meeting, I felt, was unacceptable and intolerable.
Consequently, I adjourned our Committee Meeting. No action
was taken on:
1. Request for an increase in animal control fees, and
2. Increase of Police Reserves from present strength of 65 to
130.
These items will be heard again by this Committee at the next
scheduled meeting.
