Synopsis of Previous Council ection:
On August 21, 1991, the Mayor and Common Council determined that
Union Discount Store on Mill Street and Inland Center Drive was
not a swap meet.
During Mayor and Common Council workshops on the Development
Code, a definition of swap meet was formulated. Based on that
definition, stores such as Union Discount are swap meets.
Recommended motion:
That the Mayor and Common Council direct Planning staff to
prepare an analysis of swap meets in the CG-1 and CG-2, General
Commercial land use designations; and
Based on that analysis, make a recommendation on a Development
Code Amendment to permit swap meets in those designations.

STAFF REPORT
Indoor swap meets are becoming a popular marketing option. These
businesses provide a commercial building and sub-lease booths to
a multitude of vendors who offer a variety of merchandise for sale
to the general public.
The use is currently permitted with the approval of a Conditional
Use Permit in the CG-4, General Commercial, Theme Center: CH,
Commercial Heavy: IL, Industrial Light: and IH, Industrial Heavy,
land use designations.
It is requested that the Mayor and Common Council direct Planning
staff to :
1. Analyze the compatibility of s~~p ~eets with other permitted
uses to determine if a swap meet is an appropriate use in the
CG-1 & CG-2, General Commercial, land use designations: and
2. Based on that analysis, make a recommendation on a Development
Code Amendment to permit swap meets in those designations.
